Item K & Bellingham sh Public Schools a collective commitment MEMORANDUM TO: Dr. Greg Baker, Superintendent FROM: Matt Whitten, Assistant Superintendent of Human Resources DATE: April 4, 2025 SUBJECT: Reduced Educational Programming Due to projected decline in student enrollment coupled with continued rise in operational costs, a reduction in certificated staff will be necessary. Based on current projections, most staff reductions will be achieved through natural attrition, including retirements, resignations and leaves of absence. This approach will help minimize the impact on our educational programs and maintain stability within our workforce. A key factor in addressing the projected budget deficit has been our recent agreements with the Bellingham Education Association, Bellingham Association of School Employees and Bellingham Administrators’ Organization to reduce previously agreed-upon compensation increases. These agreements have been instrumental in mitigating the extent of program reductions required. Despite these efforts, the non-renewal of a small number of provisional certificated contracts may be necessary to fully address the funding deficit. However, it is important to note that until the state finalizes its budget, we cannot be certain if further reductions will be necessary. Please let me know if you have any questions.
