MEMORANDUM OF AGREEMENT

This Memorandum of Understanding (MOU) is entered into by and between the following

entities: Bellingham School District, Blaine School District, Ferndale School District, Lynden
School District, Meridian School District, Mount Baker School District, Nooksack School

District and Kate Haskell.

The contract start date is September_], 2024 and the end date is August 3], 2025.

PURPOSE:
The MOU is for the following purposes:

Establish appropriate communication and understanding between the parties.

Define the roles of each of the parties as it relates to financial responsibility.

Facilitate the acts of all parties toward implementing a common mobile response team.
Define the process for activating a county wide mobile response team.

AUTHORITY:

"The agreement is entered into pursuant to and under the authority granted by RCW
Chapters 28A and 39.34 (Interlocal Cooperation Act) and other provisions of the laws of
the state of Washington and any applicable federal laws, which authorize school districts
to join together in various activities. This agreement was approved by each respective
board of directors. Signed copies of each respective school district board minutes or
resolution approving the agreement are available for inspection at each respective school
district administrative office."

AGREEMENT:

We, the undersigned, agree to work collaboratively during the 2024-2025 school year in
support of our coordinated and collaborative approach to implementing a county mobile
response team.

No alternation of the terms of this Agreement and no oral agreements, unless made in
writing between the parties hereto shall be binding.

Cancellation: Any party may submit written cancellation of this Memorandum of
Understanding to the other parties 30 days or more prior to the date(s) of service
mentioned in Item 1.

ROLES AND RESPONSIBILITIES:

Each School District agrees to:

Assign a school district designee to act as the district contact/ coordinator for the County
Mobile Response Team (MRT).

Assign a school district designee to act as the district "lead" for the County MRT.
Establish a mobile response team for each school district that has agreed to this MOU.

Participate in an annual MRT training.

Maintain contact information for MRT members as well as district lead.
Adhere to the prescribed modified crisis debrief protocol.

Agree to debrief team members involved in any MRT response.

Agree to share equally the cost of annual MRT training.

All districts will pay for costs related to teacher release time, supplies, copying or
identifiers for MRT members.

10) All parties agree to share MRT support and provide that support as in-kind.

11) A district utilizing MRT support will debrief their response.

Each school district recognizes that working effectively together to maximize this partnership
and its common goals will strengthen student mental well-being, success, and graduation rates.
