Title |, Part C. Migrant Re-Engagement Specialist
Memorandum of Understanding 2024-2025

Purpose

The purpose of this memorandum of understanding (hereafter referred to as MOU) is to
establish mutual understanding among participating Title |, Part C. funded school districts
(hereafter referred to as consortium partners), the Washington State Migrant Education
Program (MEP), and Open Doors concerning their respective roles and responsibilities for the
delivery of braided supplemental Out-of-School Youth (OSY) reengagement supports and
services to eligible youth.

This agreement establishes joint processes and procedures for the successful delivery of
supplemental OSY reengagement support and services to eligible migratory students who are
experiencing academic disengagement and actively withdrawn as a conventional student.

Duties of Parties
Migrant Re-Engagement Specialist Responsibilities:

Provide supplemental intensive, one-on-one academic reengagement services (including
evening, nights, weekends, or summer MEP programming) to MEP eligible youth to address
barriers that impede their education and employment. The Migrant Reengagement Specialist
will conduct comprehensive needs assessments, set goals, and maintain consistent
engagement with the youth to empower them, foster personal growth, and address barriers
that impede their education and employment. Collaborating with families, community agencies,
and Open Doors Case Managers, the OSY specialist will facilitate referrals to appropriate
resources and offer continuous support. The Migrant Reengagement Specialist responsibilities
include:

1. Identify and recruit Migrant Out of School Youth (OSY) and provide initial
comprehensive needs assessments and goal setting.

2. Regularly meet with youth and their families, guardians and/or other positive adults to
establish goals and identify individual barriers to education and employment.

3. Create plans for helping OSY overcome the identified barriers and assess pathways for
assessing pathways that promote career and college readiness opportunities.

4. Collaborate with community agencies, including MLSD Open Doors and advocate for
the OSY to increase their access to community resources that address the identified
barriers to education and employment in order to meet needs of migrant OSY
successful participation in Alternative Learning Experience (ALE) programs.

5. Work closely with Open Doors Case Managers to provide comprehensive support and
guidance throughout the migrant youth's journey for eligible youth to enter Open Doors
programs.

Conduct monthly check-ins and any other necessary notes for each OSY on the
caseload and ensure services are reported onto Migrant Student Information System
(MSIS).

Collaborate with schools, employers, community colleges and universities, businesses
and other agencies, as necessary, to ensure OSY are actively engaged in programs.
Regularly collaborate and communicate with participating programs to ensure
successful referrals and direct services.

Be present at and promote activities in outreach events and Parent Advisory Council
(PAC) nights regarding the Migrant Education Program as well as school
services/programs available to migrant parents and students, including instructional
program services, adult basic education programs, GED programs, post-secondary
opportunities, summer programming, MSDRS, and wellness exams.

10.Refer migrant families/youth to appropriate health, social, or legal services in order to

meet needs of migrant OSY successful participation in ALE programs.

11. Maintain cooperative working relationships with educational, social, legal and health

service agencies.

12. Maintain confidentiality.
13.Follow all Board policies and procedures.

Consortium Partners Responsibilities:

Consortium partner(s) shall provide in-school building support to the delegated Migrant
Reengagement Specialist, including the following:

Provide office space where confidential communications (in person and by phone) can
occur in privacy.

Facilitate access to electronic and hard copy student health, academic, and attendance
records as needed.

. Provide administrative consultation to identify eligible students and periodic meetings to

keep administrators informed of student assessments, planned interventions, student
outcomes, and required MEP reporting.

. Offer clerical assistance in the re-engagement process and provide information about

students.

. Provide the necessary office equipment required for the delivery of SNC services,

minimally to include computer, phone, and access to copy, fax, and student records.

. Provide access to interpreter services as needed for communication with family and/or

student.

. Provide access to local MEP grant funding to ensure the delivery of necessary

supplemental services to eligible youth and families as needed.

. Facilitate the availability of consortium partners personnel (administrators, etc.), if

needed, to support the Migrant Reengagement Specialist in the delivery of services
during home visits.

And the consortium partners shall maintain responsibility for:

9. Establish a formal partnership with Open Doors to ensure facilitated access to academic

services for eligible youth.

10. The provision of reengagement services to students and to implement the laws

governing district function. Acceptance of Migrant Reengagement Specialist services
does not relieve the district of its legal obligations to support disengaged students
actively enrolled as required by compulsory law WAC 392-401-045.

11. Implementation of academic reengagement plans as developed by the consortium

partners (or School’s) student support staff, the Migrant Reengagement Specialist, and
others according to the students right to choice enrollment.

12.Communicating of any student status changes (e.g., Suspension, expulsion, transfer)

with the Migrant Reengagement Specialist.

13. Identify and minimize barriers to student success in the school and community, refer

and connect youth/students to appropriate community resources and services as
deemed necessary by Migrant Re-Engagement Specialist (i.e., substance abuse
treatment, AA, or other community support, clothing, tutoring, health care, food,
housing, transportation, etc.).

Contractor Responsibilities:

Must meet legal and fiscal requirements, including submission of proper receipts and
other documentation, as stipulated by the Title |, Part C. assurances K5 and H6, ina
timely fashion to receive the subgrant allocation earmarked for the goods and services
provided under this agreement.

Agrees to the use of funds as outlined in the agreement.

Shall be responsible for the supervision of the Migrant Reengagement Specialist, in
accordance with their employee evaluation guidelines and/ or requirements.

Shall ensure all participating consortium partners receive appropriate reengagement
academic services according to Washington State law and the mutually agreed formula
for time and effort.

Provide direct supervision of program directives, consultation, and technical assistance
for the Migrant Reengagement Specialist and consortium partners administrators.
Provide staff development opportunities, training, and guidance for the Migrant
Reengagement Specialist.

Re-evaluate this agreement periodically throughout the school year and notify OSPI’s
Migrant Education Health Program Supervisory if any funding or staffing awards must
be re-assigned. Any assignments that amend this agreement shall be in writing and
initialed by both parties.

Funding

Consortia partners shall use Title |, Part C. grant allocation funds to support the the Migrant
Reengagement Specialist services. At OSPls discretion, some consortia partners may be
offered an additional subgrant allocation to support the Migrant Reengagement Specialist

services, beginning September 1, 2024, or date of execution, whichever is later, and be
completed on August 31, 2025, unless terminated sooner as provided herein. As a part of this
agreement OSPI shall fund the Migrant Reengagement Specialist services in full in agreement
with Northwest Educational Service District NWESD 189, not exceeding then negotiated
projected costs.

Funding may increase or decrease based on the changing needs or decisions of OSPI. Failure
to adhere to the outlined responsibilities and deliverables due to negligence may result in
monetary responsibility to the district as fiscal agent and/or termination of agreement.
Duration

Pending the availability of funds, the agreement will be renewed annually for a period of five
(5) years. An extension on the 5-year agreement is solely up OSPI’s discretion pending the
availability of funds, needs, and overall performance by the consortium partners mutually
agreed targeted objectives.

Procedures for Modification and Termination

¢ Agreement may be modified, revised, extended, or renewed by mutual written consent of all
parties. Submission of a revised agreement requires a program amendment to be submitted to
the state supervisor.

This agreement contains all the terms and conditions agreed upon by the parties. No other

understandings, oral or otherwise, regarding the subject matter of this agreement shall be
deemed to exist or to bind any of the parties hereto.
