SULTAN SCHOOL DISTRICT NO. 311 BOARD OF DIRECTORS MEETING
Audience Participation Instructions

While regular board meetings are a ‘Board Meeting in Public’ and not a public forum per policy 1221, the board recognizes the need and
importance of effective communications and the need for a visitor to address the board on either an agenda or a non-agenda item. Please fill out
the sign-up sheet to let us know you want to speak about an agenda item or non-agenda item to ensure accuracy in recording the School Board
minutes. The sign-up sheet will be at the Board meeting and available 15 minutes prior to the start of the meeting or you may submit your public
input/comments in writing on our website. Your written public input must be submitted by 4:00 pm on the day of the meeting or your input will be
included at the next meeting. If you are signing up to speak in person then please sign-up before the meeting to ensure your request to speak
reaches the School Board. In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including ancillary
communications aids, and services) or who will have difficulty attending a meeting by reason of disability, limited mobility, or for any other reason
that makes physical attendance at a meeting difficult, should notify the District Office three working days prior to a meeting to obtain telephonic
access to address the Board.

Comments by Individuals: The total time for public comments is 30 minutes. Individuals will be allowed 3 minutes to speak on their selected topic.
No one can donate their time to another and no one may speak more than once.

Comments by others with the same opinion: If multiple people would like to speak on the same topic then please let staff know so we can work
with you to coordinate a presentation no longer than 10 minutes. At the discretion of the Board President, or designee, this time may be reduced
to allow others the opportunity to speak. In the event there are more speakers than can be heard in the time allowed and/or to allow more people
the opportunity to speak on as many topics as possible, speakers may be called to the podium based on their topic, not on the order in which they
signed in. Efforts to ensure both sides of an issue are heard are important to the School Board.

Although the board will not engage in dialogue or answer questions during the public commentary, the board chair, or superintendent, may ask a
clarifying question, or respond to a specific comment. Please know that the board's silence is neutral. It is neither a signal of agreement nor
disagreement with the speaker's remarks.

All comments are audio recorded as is the full school board meeting. This audio record is available on our website www.sultanschools.org
following each meeting.

Note: The Board president or designee may, at his/her discretion, interrupt, warn, or terminate public commentary when it interferes with the
orderly conduct of the meeting (RCW 42.30.0500). Comments about ethnicity, character, motives, or comments about specific staff members will

not be accepted in this forum. Please review Board Procedure 4220, which explains the process for resolving a concern about a staff member.
