Recommendation to Approve Schedule A between Washougal School District 112-6 and Public School Employees of Washington, Washougal Chapter/SEIU Local 1948 (PSE) Rationale: The Collective Bargaining Agreement between the Washougal School District and Public School Employees of Washougal (PSE) does not expire until August 31,2025. However, per the Collective Bargaining Agreement, the parties met to negotiate wage increases for the 2024-25 school year. Representative teams of the parties met in 5 bargaining sessions during the period April 2024 through May 2024 to bargain per the Washington Collective Bargaining laws. The negotiated agreement includes several modifications that have a direct financial component. A tentative agreement as to the wage increase was reached between the parties on May 23, 2024. Members of PSE ratified the tentative agreement at a meeting on June 10, 2024. Washougal School District Board of Directors approval is required for the contract to become official. Additional Information: Aaron Hansen, Assistant Superintendent, on behalf of the District and Justine Shatney on behalf of PSE chaired the bargaining sessions. The parties engaged in a collaborative and inclusive style of bargaining. Fund Source: General Fund Recommendation: The Board of Directors approves the Collective Bargaining Agreement Schedule A between the Washougal School District 112-6 and Public School Employees of Washington Washougal Chapter, September 1, 2022 through August 31, 2025. Board Meeting: August 27,2024 Washougal School District and Public School Employees of Washington Collective Bargaining - June - August 2025 Summary of Changes to Schedule A The current agreement is a 3-year agreement for the 2022-23, 2023-24 and 2024-25 school years. The negotiated Schedule A was ratified by the PSE members on June 10, 2024. Included below are some of the modifications to the terms and conditions of the contract: e PSE staff will receive the following compensation increases: o 3.6% wage increase during the 2024-25 school year. o Adjusted the salary schedule from a 6-step schedule to 5-steps for 2024-25. This represents a .4% increase for 2024-25. o Night custodians who previously had a + $.50 pay differential per hour increase for employees who work after 6:00 PM had their pay increased to that additional $.50 for their whole shift regardless of the start times. o The Courier position, which was previously a non-union position, was added to the PSE group. A Day Custodian Lead position was added to the Schedule A. A Night Custodian Lead position was added to the Schedule A.
