1. Call to Order
President Mark Watrin called the meeting to order at 6:00 p.m.
    2. Pledge of Allegiance
Student Kara Doughty led the flag salute.
    3. Roll Call
Sandy U'Ren called the roll of board members. There was a quorum. Mr. Watrin noted that both student representatives asked to be excused from the meeting due to other commitments. 
  Motion by Rob Henrikson, Mr. President, I move that we excuse our two student representatives from the meeting.
Final Resolution: Motion Carries, 5-0.

  5. Communications
A. ASB Reports
There were no ASB reports.
  B. Committee Reports
Legislative Committee
Rob Henrikson announced that the Legislative Assembly and Week on the Hill will be held virtually on January 30, 31 and February 1, 2022.

Audit Committee
Mary Snitily reported that the committee met on January 6 and reviewed the superintendent's timesheet, budgets, accounts payable and payroll, and that everything was in order.

Battle Ground Education Foundation (BGeF)
Jackie Maddux announced that BGeF has posted a part-time position for an executive assistant.

WIAA Committee
Ted Champine stated that the next WIAA meeting is scheduled for January 23, 2022.

Washington State School Directors' Association (WSSDA)
Mark Watrin displayed WSSDA's website and demonstrated where the Board could view the Bill Watch List. 

Tours Committee
Mark Watrin announced that the school tours have been suspended until further notice due to the significant spread of the Omicron virus. Those affected school tours will be rescheduled. 

C. Director Reports
There were no director reports.
    6. Superintendent and Staff Updates
A. Superintendent Report 
Denny Waters announced that January is School Board Recognition Month. Mr. Waters proceeded to read the Governor's proclamation out loud. Mr. Waters presented the board members with a certificate of recognition. There was also a video, BGPS Celebrates School Board Appreciation Month played for the Board. The audience applauded.

Mr. Waters provided the following information to the Board regarding COVID:
  The number of district staff and students testing COVID positive prior to winter break;
The number of district staff and students testing COVID positive January 3 to January 10, 2022;
Student and staff attendance;
Unfilled positions for both certificated and classified;
Changes to the quarantine and isolation guidelines; and
Middle school sports.

The Board asked clarifying questions.
  B. Human Resources Report 
Executive Director of Human Resources Michelle Reinhardt stated that the department is working to address COVID concerns. In addition, she reported that the Battle Ground Education Association's (BGEA) extra-curricular contract was ratified by its members and is anticipated to come to the Board on January 24 for approval.
  C. Teaching and Learning Update
Shelly Whitten announced that first there would be an update on the Comprehensive Sex Education (CSE) Adoption Plan. Co-Directors of Curriculum, Instruction and Assessment, Allison Tuchardt and Dave Cresap, reported that they received 50 applications to be a member on the 5-12 Sexual Health Committee. Ms. Tuchardt reported that the committee will be composed of four teachers, nine parents/community members, four district office staff, and one board member. The first meeting is scheduled for January 11, 2022 and there will be an option for committee members to attend in-person or remotely.

Ms. Whitten announced that teacher John Nesbitt and a couple of members from his Lego League Robotics Team from Chief Umtuch Middle School were present. The team participated in a regional competition in December and will now be moving on to state competition in February. In addition, Mr. Nesbitt was recognized as the mentor coach for our region. Mr. Nesbitt introduced Kara Doughty, and Shackleton Hoyt who are members on the team. The students provided highlights from the regional competition.

Lastly, Ms. Whitten introduced Beth Doughty, history teacher, at Chief Umtuch Middle School who received the National Citizenship Teachers Award. This is for teaching programs that stimulate interest in American history, traditions, institutions, civic responsibility, flag etiquette and patriotism in her classroom. Ms. Doughty talked about the award and upcoming competitions for state and national.
  D. Finance Report 
There was not a finance report.
  E. Operations Report 
Executive Director of Facilities Kevin Jolma provided an update on projects completed over the winter break.
  F. Communications Report 
There was not a communications report
    7. Citizens' Comments
Mark Watrin read the protocol for addressing the Board out loud.

Jessica Cole was saddened to hear about the passing of one of the district's teachers and shared her children's experience having her as a teacher.

Eunice Ingermanson distributed and discussed the handout LGBTQ Inclusivity in Schools: A Self-Assessment Tool.  

Gretchen Verpoorten addressed the Board about cancel culture and critical race theory.

Conrad Verpoorten is not in favor of comprehensive sexual health education and critical race theory.

Jennifer Heine-Withee addressed the Board about school board governance policies.
    8. Consent Agenda

Mark Watrin read the Consent Agenda items out loud. There were no comments or questions from the Board.

    10. Recess
At 7:34 p.m. Mark Watrin announced the Board would enter recess for the budget hearing.
    11. Budget Extension Hearing
A. Budget Extension Hearing 
Chief Financial Officer Michelle Scott presented the 2021-22 General Fund Budget Extension. Highlights from the slideshow included:
2022-2025 School Programs and Operations Levy approved
Budget hearing and approval
Summary of changes
Revenue changes
Expenditure changes
Fund balance reserves
The floor was open for public comment. A patron in the audience asked a question about state equalization. There were no other questions from the audience or those who attended virtually.

The board members asked questions.

    13. New Business
A. Approval of Resolution No. A-22, 2021-22 Budget Extension 
Michelle Scott presented Resolution A-22, 2021-22 Budget Extension to the Board for approval.
  Motion by Jackie Maddux, The Board of Directors approve Resolution No. A-22, 2021-22 Budget Extension.
Final Resolution: Motion Carries, 5-0.

  B. First Reading of Policy 5515, Workforce Secondary Traumatic Stress 
Shelly Whitten presented the first reading of Policy 5515, Workforce Secondary Traumatic Stress to the Board. Ms. Whitten stated that WSSDA recommends the implementation of Policy 5515 as an essential policy because of SHB 1363 signed into law on April 23, 2021. This legislation acknowledges the significant toll secondary traumatic stress is causing to educators and staff and assures districts will adopt policies that take steps in supporting their staff’s health and well-being.

The board members participated in a discussion regarding this sentence under Purpose, "As a result, teachers, school counselors, administrators, and other school staff may experience secondary traumatic stress." In addition, there was discussion regarding the first bullet under Policy Statement. Following the discussion, the Board was in consensus to change the sentence under Purpose to read, " As a result, many school staff may experience secondary traumatic stress."
  Motion by Rob Henrikson, The Board of Directors accept the first reading of Policy 5515, Workforce Secondary Traumatic Stress with the suggested edit.
Final Resolution: Motion Carries, 5-0.

    14. Future Agenda Items and Board Events
Mark Watrin reminded the Board that there would be no school tours the week of January 10 and that the Citizens Advisory Committee scheduled January 13 was canceled due to the significant spread of the Omicron virus. In addition, Mr. Watrin stated that the student representatives lobbied to have their seats moved by one another, and that they would be presenting on Kindness on January 24, 2022.
    15. Work Session
A. WSSDA Online Board Self-Assessment Survey - Mark Watrin
Mark Watrin stated the Board would follow up on the board's self-assessment survey discussion from December 13, 2021, since two board members were absent.  Mr. Watrin reviewed highlights from the Board's first review of the survey and the four self-assessment goals from last year.
  The Board was in consensus to carry forward the same four goals from last year.
