  8. STUDENT ADVISOR OATH OF OFFICE- 6:40 pm
  Procedural: 8.1 Student Advisor to the Board Oath of Office
  Jazzma Pennerman, student at Mountlake Terrace High School, was sworn in as a student advisor to the board.
  9. PROCLAMATION- INDIGENOUS PEOPLES' DAY- 6:45 pm
  Action: 9.1 Resolution #22-19, Single Reading, Approve proclamation by the Edmonds School District to recognize the Second Monday of October as Indigenous Peoples' Day
It is recommended that the Board approves Resolution 22-19.
  Kira Isaac, recent graduate from Edmonds Woodway High School, read the resolution out loud. 
Cante Remle, student at Edmonds Heights, shared a statement about why Indigenous Peoples' Day is important to him. He encouraged everyone to learn more about the history of Indigenous People's and recognize this day as a holiday.

  10. SCHOOL PRESENTATIONS-6:50 pm
  Information: 10.1 Lynndale Elementary Student Presentation
  Current 6th graders and last year's 6th graders (now 7th graders) from Lynndale Elementary presented about their Field Day Olympics project. The students learned about the Greek Olympis, mythology and art and then used this knowledge to create games for their Olympics Field Day. There was an opening ceremony, a parade, singing and games. The older students then assisted younger students to participate in the games and activities. The students shared that they learned teamwork and patience during this project.
  Information: 10.2 Lynndale Elementary School- School Improvement Plan Update
  Sarah Schumacher, principal at Lynndale Elementary, presented regarding her Student Improvement Plan (SIP) goals from the previous year. She shared that their goal was that 4th-6th graders who were one or more year below on the iReady assessment in reading would meet "typical growth." 52% of 4th graders, 46.9% of 5th graders and 74.4% of 6th graders met the typical growth goals. She thanked the teachers at Lynndale for all their hard work in helping students meet these goals. Sarah also highlighted that 62% of multi-lingual leaners met the typical growth markers for the year. She noted that while 4th-6th grade students are the focus of the SIP goal, staff has asked that all grades be included in this goal. The Board thanked Sarah for her hard work and her presentation. Director Kilgore asked how we are challenging our students that are at or above grade levels, and also asked for some additional detail on how Lynndale is achieving their goals with multi-lingual learners. Roshni Gill, student advisor, thanked Sarah for her presentation and the students for sharing their work. 6th grade teacher, Michelle Skinner, shared strategies used at Lynndale to increase student reading levels.
    11. SUPERINTENDENT REPORT-7:10 pm

  Dr. Miner spoke about her recent school visits and visits to district athletic events. She shared that events have a celebratory feeling this year and that both students and staff are excited to be back at school.

    14. PUBLIC COMMENTS-7:30 pm
  Information: 14.1 Audience Comments
  Bob Fretz, community member, spoke about the history of students' right to abstain from saying the pledge of allegiance.

Siri Shapiro, community member, spoke about concerns regarding transgender youth.

Patti Whitmarsh, community member, spoke about Constitution Day and questioned if the district follows their policy regarding this holiday.

Cindy Whiteman, community member, thanked Mark Madison for his CTE presentation at the last board meeting. She also thanked the student advisors for speaking at the meetings. She agreed that students should all feel welcomed at school. She plans to review student curriculum in the district.

Aaron Holder, ESD employee, does not believe that the Panorama data being shown during the board meeting captures the full picture of student emotional health and well being. He does not believe that immediate action was taken regarding social emotional health, and stated that action is needed right now.

Tony Shapiro, community member, expressed concerns about the discipline policy. He asked that the board consider the discipline policy carefully before voting on it.

Rachel Garrett, ESD parent, urged the board to listen to the voices of students and parents who are involved in our schools. She urged the board to continue creating an atmosphere of belonging and inclusion.

Jeff Chandler, representative from Housing Hope, provided the community with an update on the housing project for homeless families in the district. This project would consist of a 52 unit affordable housing development. These units would serve families in the Edmonds School District and would consist of 2-4 bedroom units to better serve families.

Valerie Mosai-Aspaas, former ESD employee, spoke about how serious issues in the schools have caused her to leave her job as a teacher. She discussed the heavy teaching load, pandemic learning losses and students grappling with mental health issues.

Jeanne Petty, ESD parent, spoke in support of the work the board and district is doing to make all students feel included. She emphasized that these inclusive practices are directly requested by students and families.

Cathy Baylor, community member and ESD graduate, thanked the Board for proclaiming the second Monday in October as Indigenous Peoples' Day. She encouraged turning the focus toward indigenous people rather than to Columbus Day.

Steve Keeler, community member, spoke about board policy 2336, regarding the observance of holidays. He encouraged the board to make sure all holidays are included on the district calendar.

Kairi Kuritani, ESD employee, spoke about the problem of widespread misinformation about transgender students and encouraged the board and community members to seek out facts and data.

Monica Wheaton, ESD parent, thanked the parents and community members who came to speak up on behalf of the trans community.

Pamela Bond- Seamonster, community member and ESD graduate, thanked the board for passing the Indigenous People's Day resolution and for letting indigenous students be heard.

Nora Carlson, community member, urged the board to assist the neighbors and students at Westgate Elementary with unsafe traffic conditions near the school. She described unsafe traffic near the school that prohibits crossing guards from helping students cross the streets safely.

Sara Dilling, community member, spoke in support of the LGBTQIA+ students in the Edmonds School District. She shared her experiences with her transgender son who recently graduated from ESD.
    15. REPORTS-8:00pm
  Information: 15.1 Business & Finance Report
  Lydia Sellie, Executive Director of Business & Finance, presented the July 2022 budget & finance report. She explained a delay in claiming ESSER funds. She will present the year end numbers for the 21-22 school year in November. Director Noble pointed out that the ASB budget contains 1.8 million dollars and encouraged students to use this hard earned money. Director Smith asked about Kindergarten student numbers, Dr. Miner and Lydia noted that while we are not currently hitting the target number of students, we typically see growth between September and October.
  Information: 15.2 Student Perception & Wellness Surveys Report
  Dr. Miner, Director of Assessment Austin Mueller, and Assistant Superintendent Greg Schwab presented on the Panorama perception and wellness surveys. Austin discussed the types of questions that are asked in these surveys and how this answers are broken down by age group, demographics and categorical service. He explained the "raise your hand" feature, which if selected means that an adult will follow up with the student within 48 hours. Greg Schwab explained how once this data is gathered, the principals incorporate this information into their Student Improvement Plan goals and use it to guide district professional development. Student advisors Elizabeth Lopez, Jazzma Pennerman, Peter Garcia and Sadie Sadler shared their experiences taking the survey in their high schools. They suggested ways to make students take the surveys seriously. The student advisors expressed wanting to review the results for their schools after the students complete the survey. Dr. Miner discussed the Healthy Youth Survey data. Director Kilgore thanked Austin & his team for all their work. Director Katims shared that she is eager to see the data that comes out of this school year, since the experience has been a bit more "normal" and thanked Austin and his team for all their work on this presentation.

  Information: 18.1 Additional time reserved for audience comments at board presidents discretion
  Andrea Hartgrais, ESD parent and nurse, spoke against anti-trans rhetoric she has heard at previous board meetings. She encouraged the school board to support transgender youth and try to discern between facts and misinformation.

Maralyn Chase, community member, thanked the board for approving the Indigenous Peoples' Day resolution and spoke about the history of indigeous peoples' oppression in the US and how resolutions like this begin to establish a new tradition.
  19. LEGISLATIVE UPDATES
  Director Chase shared a legislative update. She reminded everyone that WSSDA's General Assmbly is this weekend, where school directors around the state will determine their legislative priorities.
  20. BOARD MEMBER COMMENTS
Information: 20.1 Board Member Comments
  Peter Garcia, student advisor from Lynnwood High School, shared that his school is still bouncing back from bad habits that were learned during the pandemic. He shared that Lynnwood High is a special place and that he is glad that it allows everyone to be themselves and share their voices.

Elizabeth Lopez, student advisor from Meadowdale High School, thanked the Board for passing the Indigenous People's Day resolution. She shared that this is Homecoming week at MDH, and that she believes school spirit and a sense of community is very high right now.

Jazzma Pennerman, student advisor from Mountlake Terrace High, shared that Indigenous Peoples' Day had inspired students at her school to start an indigenous student group and that she believes all students are able to share their voices at MTHS.

Sadie Sadler, student advisor from Mountlake Terrace High, shared her experience as Key Club President and the club's vision to recruit students from all backgrounds. She advocated for a more lenient tardiness policy that doesn't interrupt learning.

Director Smith thanked the commenters who spoke on behalf of the LGBT community. He expressed support for the passage of the Indigenous Peoples' Day resolution. He encouraged everyone to test for COVID so they are not unintentionally spreading the virus.

Director Noble thanked Lynndale Elementary for their presentation. He is proud of the Board for passing the Indigeous Peoples' Day resolution. He thanked the community members who showed up to support the district's inclusive policies.

Director Chase thanked the board for passing the Indigeous Peoples' day resolution. She thanked the community members for coming to the meeting. She shared the importance of keeping the theme of belonging front and center in the board's work.

Director Kilgore shared that she appreciates being a part of a community where everyone is able to share their culture. She shared that she was pleased that the Board created and approved their 22-23 goals and that this was in the making for many years. She thanked parent volunteers and encouraged involvement in our schools. She stressed that belonging is central to all the work the board does. She stressed that being data driven means we need to address real issues with equity in the district.

Director Katims shared updates about the Superintendent Search. The board hopes to select a permanent Superintendent by March, 2023. The board received 6 proposals from search firms and will conduct two interviews next week. She thanked the community members who came out to speak in favor of inclusive policies. She emphasized that she wants everyone to be who they are and live their truths.

Dr. Miner shared that her Superintendent Goals will be posted on the website this week. She noted that the district is finalizing the contract with a company to complete a review of our Special Education Department and that this work will be transparent and will request input from community stakeholders.
