Book Policy Manual Section 2000 - Instruction Title Library Information and Technology Programs Code 2021 Status Active Adopted October 27, 2005 Last Revised February 10, 2022 Last Reviewed February 10, 2022 Prior Revised Dates 04.05; 10.07; 04.11; 12.15 The purpose of the Moses Lake School District library information and technology programs is to support student mastery of the essential academic learning requirements and state standards in all subject areas. The programs will provide a broad, flexible array of services, resources and instruction. The district seeks to provide library materials that would be of the greatest support to its educational objectives for the students in the district. The district’s libraries exist to facilitate research and learning by furnishing materials that are of requisite quality, suitable for educational goals, worthwhile for the limited amount of time available to students, and most appropriate for minor students. The district's libraries do not exist to provide universal coverage. Instead, they exist to provide materials aimed at its pedagogical goals and for the interest, information, and enlightenment of minor children, not adults. The school is not a public forum, nor is the goal to encourage views from private speakers or authors. This policy and procedure provide criteria for the selection, removal, and replacement of library materials, focusing on maximizing transparency with parents and community members while meeting student needs to provide supplemental enrichment in their learning with appropriate materials. Through the provision of these library materials, the district recognizes that parents hold an essential role in the education of their children and have the right to guide what their children read. The Teacher-Librarian, through the library information and technology programs, will collaborate as an instructional partner and information specialist to help all students meet the content goals in all subject areas and to assist high school students in completing their High School and Beyond Plans. Additionally, the Teacher-Librarian’s duties may include, but are not limited to, integrating information and technology into curriculum and instruction; providing instruction to students and staff regarding use of emerging learning technology; providing instruction to students as to appropriate use of computers and mobile devices at school; helping teachers and staff access and use information ethically; instructing students in digital citizenship; promoting a culture of reading within the school community; and providing individual support and guidance for students. The superintendent will establish procedures for the selection of materials with the understanding that media literacy resources will consist of a balance of sources and perspectives. Citizens who wish to express a concern about specific material included in the collection may do so according to the procedures outlined in Procedure 2021P, with the understanding that the criteria and rationale for reconsideration of library resources differs from the criteria and rationale for reconsideration of classroom/curricular instructional materials.
