Resolution 2024-05
REDUCED EDUCATIONAL PROGRAM FOR 2024-2025

WHEREAS, program and staff reductions may be required as a result of many factors, including, but not limited to
programmatic needs or interests, a change in staffing needs, accounting errors, failure of a special levy election or other
events resulting in reduction in revenue, increase in costs, and/or termination or reduction of funding of
categorically-funded projects; and

WHEREAS, the Board of Directors has determined, in accordance with Board Policy 5280 and Procedure 5280P, that for
the 2024-25 school year, anticipated financial resources are not adequate to maintain the District's educational program
and services at substantially the same level as the current year; and

WHEREAS, to reduce District expenditures to the level of reasonably anticipated revenues, it is necessary to make
certain reductions in the District’s educational program, including reductions in certificated, classified, administrative,
support and operations positions for the 2024-2025 school year;

WHEREAS, the District identified all known employees who willingly agreed to resignations, leaves of absence, and/or
retirement;

WHEREAS even if additional funding in excess of current projections becomes available, the Board of Directors intends to
exercise its discretion to modify the educational program to allocate in the best interests of the District;

WHEREAS, the Board has received and evaluated the recommendations of the Superintendent concerning the necessity
for and the extent of a reduced educational program and staff reductions for the 2024-2025 school year;

NOW, THEREFORE BE IT RESOLVED by the Board of Directors of the Moses Lake School District, Grant County,
Washington as follows:

1. The Board hereby adopts the 2024-2025 SY Reduced Educational Program, attached hereto as
Exhibit A. The Board reserves the right to adopt a supplemental or amended Reduced Educational
Program.

2. The Board hereby finds that the financial situation of the District necessitates implementation of a
reduction-in-force affecting certificated, classified and administrative staff.

3. The Board directs the Superintendent to assume the maximum allowable revenue collection of the current voter
approved levy implementing the attached reduction plan and directs the Superintendent to explore alternatives to
layoff in order to implement the educational program.

4. The Superintendent will bargain with representatives of the relevant classified, certificated, and administrative
employees.

5. Inthe event that the Superintendent determines layoffs are necessary to implement the 2024-2025 SY Reduced
Educational Program, the Superintendent is directed to issue layoff notices to affected certificated and classified
employees in accordance with applicable laws, collective bargaining agreements, and Board policy.

ADOPTED by the Board of Directors of Moses Lake School District,161, Grant County, Washington, at a regular open
public meeting thereof, of which due notice was given as required by law, held this 9th day of May, 2024, the following
Directors being present and voting in favor of this resolution.
