[00:01:25.440 --> 00:01:35.440] The board has a responsibility to ensure the proper operation of the week. Before we open the floor for public comments, I'd like to share a few reminders for addressing the board.

[00:01:41.440 --> 00:01:47.440] Comments are asked to be limited to three minutes to ensure that others have an opportunity to address the board.

[00:02:59.440 --> 00:03:19.440] Effective June 30, 2024, all regular special meetings of the board at which a final action is taken or formal public testimony is accepted, except the executive sessions or emergency meetings will be audio recorded as per RCW 4235.
[00:03:19.440 --> 00:03:31.440] In order to be in compliance with this legal requirement by June, we are now doing a beta test of our system for audio recording board meetings to give us plenty of time to address any technical questions.

[00:04:09.440 --> 00:04:29.440] My name is Barbara Martin and I live on Peter Ferns Road. I have a new t-shirt. It says I'm with the band, B-A-N-N-E-D. There's a bunch of band books here, many of which I've read, probably a lot of them you guys have read too.
[00:04:29.440 --> 00:04:40.440] And to kill a mockingbird, do we all read that in high school? The kite runner, really good book, band and many libraries.
[00:04:40.440 --> 00:04:56.440] Like you, I read to my kid that every night actually endures early teens. I remember once stopping to pick throughout how to pronounce the dialect when he squirmed and said, "Keep reading. You're just getting to the good part."
[00:04:56.440 --> 00:05:01.440] And that was a couple very thin. Now they are in many libraries.
[00:05:01.440 --> 00:05:08.440] Those books didn't hurt me and they didn't hurt you either. If the kids are able to read it, let them.
[00:05:08.440 --> 00:05:17.440] There is so much to learn and it's often changing. Things that humans knew to be true in times past now are false.
[00:05:17.440 --> 00:05:31.440] We once knew that the universe and all its contents was created in six days. We once knew that the earth was flat. We once knew that the sun revolved around the earth.
[00:05:31.440 --> 00:05:47.440] That knowledge was true until it wasn't. Science shares its discoveries with us and if we pay attention, we can learn more about the truths we think we know because there's new stuff to learn all the time.
[00:05:47.440 --> 00:05:57.440] We once knew that there are two distinct genders. Male and female be created them.
[00:05:57.440 --> 00:06:02.440] Now we have a different understanding about gender and gender relationships.
[00:06:02.440 --> 00:06:10.440] Most of this knowledge is coming from friends and family and others who are brave enough to share their truth with us.
[00:06:10.440 --> 00:06:22.440] You've heard some of their stories. They know who they are. They know in their heart how to express their gender.
[00:06:22.440 --> 00:06:37.440] It's up to us to listen and learn and above all to be kind. It's not up to us to judge others because the Bible also admires us to love our neighbors as ourselves.
[00:06:37.440 --> 00:06:56.440] So even though the state of Washington has passed laws to protect the rights of LGBT folks and prohibited discrimination and requires schools to be deliberate in making those people feel safe, including keeping gender affirming fix on the shelves.
[00:06:56.440 --> 00:07:06.440] It is up to you, the elected board members and the administration and the staff to be sure those laws are followed.
[00:07:06.440 --> 00:07:13.440] It is up to the rest of the community, including me, to see what you do.

[00:07:30.440 --> 00:07:43.440] I would like to speak on concerns about the new legislation and curriculum that was passed in state of Washington.
[00:07:43.440 --> 00:07:49.440] I want to comfort and assure you that this information will not be new to your students.
[00:07:49.440 --> 00:07:59.440] In every elementary school, there are students who have two moms, students who have two dads and students that don't fit with gender stereotypes.
[00:07:59.440 --> 00:08:09.440] Students that identify as queer and gender and nonconforming, all of those students are already protected under Washington state law and OSPI regulations.
[00:08:09.440 --> 00:08:27.440] Instead of fearing that your children are learning the existence of people that they already know, embrace the fact that your children have the opportunity to stop fearing things they don't understand and live compassionately in this country where people are different from them and that's okay.
[00:08:27.440 --> 00:08:37.440] The tiny bubble that some people wish for their children to grow up in doesn't exist in public schools. It honestly does not exist in private schools either.
[00:08:37.440 --> 00:08:44.440] The LGBTQ+ community is not going back into the closet, despite how uncomfortable that might be for you.
[00:08:44.440 --> 00:08:59.440] Shielding children from the existence of facts does them a huge disservice. Children are who they are, and we can either provide them with safety, understanding, truth, and compassion, or we can dust in them to a heart filled with hate or shame.
[00:08:59.440 --> 00:09:11.440] I'm certain the curriculum will still be grossly filled with heteronormative white narrative. No one is losing their rights, but marginalized are gaining a platform to see themselves reflected in their education.
[00:09:11.440 --> 00:09:17.440] Currently more than 98% of green materials available at school are geared towards white families.
[00:09:17.440 --> 00:09:27.440] How gradual must you be that you feel allowing children of color and those from different backgrounds an additional sliver of their truth at a particular level.
[00:09:27.440 --> 00:09:34.440] The beautiful thing about this country is it's a melting pot and it's promised to be a safe place for everyone despite their differences.
[00:09:34.440 --> 00:09:50.440] Teaching students the truth about who we are and where we came from shouldn't be shameful. Answering questions and providing truth is so much more rewarding and always leading with love. Thank you.

[00:10:16.440 --> 00:10:25.440] I'm Christy Stewart Stein. I'm a member of the support team of Individuals Gadgets, which some of you are familiar with.
[00:10:25.440 --> 00:10:36.440] Individuals Gadgets is an all local, all volunteer organization of just over 1,400 members, a number of who live in Missy Jubilee School District.
[00:10:36.440 --> 00:10:44.440] Our members are strong supporters of public schools and I've been asked to share some comments on the hiring process.
[00:10:44.440 --> 00:10:50.440] The board followed in filling the position for principal at Cal State Middle School.
[00:10:50.440 --> 00:11:03.440] For the last four meetings at least, we listened to angry and disparaging remarks about the hiring process of the decision. We want to share a different view.
[00:11:03.440 --> 00:11:12.440] We strongly support the hiring process that Dr. Nicholson and the board followed in filling that position.
[00:11:12.440 --> 00:11:20.440] We're very proud and smart to post the position within the district before going outside when now it's possible.
[00:11:20.440 --> 00:11:32.440] Opportunities for advancement are one very important way to keep talented, dedicated people in the district and benefit all our students.
[00:11:32.440 --> 00:11:52.440] When you have a candidate from within the district to that two years of experience as a good principal at the school and when that candidate had strong support from staff, teachers, parents, and students, it only makes sense to hire that candidate for the benefit of the whole school community.
[00:11:52.440 --> 00:12:12.440] We applaud the Teacher Holy School Board decision and we look forward to all the way the students and the school community at Cal State Middle School continue to thrive under the leadership of the new principal and we want to thank you for your leadership.

[00:12:33.440 --> 00:12:43.440] Hi, I'm Scott Heiner. I and the voice has been speaking for the last few meetings about the hiring of the other principal.
[00:12:43.440 --> 00:12:54.440] When our fire staff do something that's improper, we can either remain silent or we can speak out. As a taxpayer, I expect our pay officials to demonstrate.
[00:12:54.440 --> 00:13:06.440] Integrity and confidence are their jobs. Superintendent Nicholson, you exhibited neither during the hiring of the Cascade School principal, no integrity and certainly no confidence.
[00:13:06.440 --> 00:13:14.440] I've already established you put the whole charade on so you wouldn't look like a dictator. However, what has not been established is why you did it.
[00:13:14.440 --> 00:13:25.440] Why you sold out of students and parents. I agree with the gal. You've got an educator who is stellar, who is amazing, who is breaking records, who is doing things that's incredible, higher up.
[00:13:25.440 --> 00:13:31.440] But we didn't have that, did we? Superintendent Nicholson, she wasn't even close.
[00:13:31.440 --> 00:13:38.440] In this hiring, you behave like someone who is being blackmailed, not too genuinely looked for any other candidates.
[00:13:38.440 --> 00:13:47.440] Every other principal and vice principal position recently, other candidates were searched for, but not for this one. Why?
[00:13:47.440 --> 00:13:56.440] Superintendent Nicholson, were you being blackmailed to hire Stephanie Blackmire? Or maybe you're buying future favors.
[00:13:56.440 --> 00:14:04.440] So when you push your more social agenda issues, you have principals all lined up ready to support you. Because they owe you.
[00:14:04.440 --> 00:14:11.440] I don't know which one it was. One thing I will say about the superintendent, she's not a stupid lady. She's very intelligent.
[00:14:11.440 --> 00:14:20.440] She knew exactly what she was doing when she hijacked the hiring process for Cascade Principal and pushed through Stephanie Blackmire.
[00:14:20.440 --> 00:14:26.440] We had a candidate for the assistant principal job for Cascade. She currently works at Maryville School District.
[00:14:26.440 --> 00:14:33.440] At her forum, she said that every decision they make, they ask, "What is in the best interest of the kids?"
[00:14:33.440 --> 00:14:38.440] Nothing you did on this hiring was in the best interest of the kids.
[00:14:38.440 --> 00:14:45.440] In an email sent to me, the superintendent said something in effect, "I think we both want what's best in the best interest of the kids."
[00:14:45.440 --> 00:14:51.440] And that's where I'm calling you out. No one hires like this and says it's in the best interest of the kids.
[00:14:51.440 --> 00:14:56.440] We pay you an exorbitant amount of money in an annual salary.
[00:14:56.440 --> 00:15:01.440] And all you have to do is what's in the best interest of the kids.
[00:15:01.440 --> 00:15:04.440] And you failed. You failed miserably.
[00:15:04.440 --> 00:15:10.440] Now I hear you telling the principals not to send homework home because the district's in a financial trench.
[00:15:10.440 --> 00:15:14.440] So correct me if I'm wrong. Weren't you recently pushing for new graves?
[00:15:14.440 --> 00:15:18.440] And now we can't afford papers so we can't send homework home to kids.
[00:15:18.440 --> 00:15:23.440] But you want a new grave? Tell me again how you have the best interest of our kids in mind.
[00:15:23.440 --> 00:15:32.440] I think you're in it for yourself and sometimes that lines up with the kids as in this hiring, it did not align with the best interest of the kids.

[00:17:19.440 --> 00:17:31.440] All thanks to their sixth grade teachers, our high school camp counselors, principals, nurses, support staff who ensure that they could enjoy this experience safely.
[00:17:31.440 --> 00:17:42.440] I'd like to send out a special shout out and thanks to our camp coordinators, Free Lopez and Tammy Moran for their organizational and planning skills.

[00:19:24.440 --> 00:19:34.440] With the board's permission, may I switch that up and do enrollment first and then the finances that make that flow a little bit better for where we are.
[00:19:34.440 --> 00:19:47.440] Okay, so we're uncharted territories with enrollment. This is not happy my tenure here, but April, we have 4,173 FTD and just over 4,300 headcount in the district.
[00:19:47.440 --> 00:19:59.440] The service that looks okay, but we do have an alarming trend that's just developed over the last 60 days that I'd like to bring to your attention as we go a little bit further into it.
[00:19:59.440 --> 00:20:10.440] We're not too far off the budget right now. If you just look at April compared to budget, we're just 26 off. And I think that as we average out through the year, that number will get better.
[00:20:10.440 --> 00:20:19.440] But if we go to the next slide here, you'll see the grade change from budget to actual. There's not much difference there other than in grade 12.
[00:20:19.440 --> 00:20:26.440] Our kindergarten did come in where there was a big red number there. So that was very helpful for us from the Foundation Cade program that started.
[00:20:26.440 --> 00:20:36.440] But the last slide is really what I wanted to talk to you all about tonight. Is there one thing? There we go.
[00:20:36.440 --> 00:20:57.440] You may remember from February to March, we were down 25 kids, and then from March to April, we're down another 25 kids. Typically what we see is in February, when semester happens, when semester change happens, we will see a dip in enrollment, but then we'll ride out for a year and flat kids kind of stay with us throughout the process.
[00:20:57.440 --> 00:21:12.440] We've lost 50 over the last 60 days. Our tracking documents said the vast majority of them have gone out of Skagit County, so they're not in the county, they haven't gone to the home school, and they haven't gone to one of the private schools, but they have left Skagit County.
[00:21:12.440 --> 00:21:15.440] I don't know what is happening, but that's what we're happening.
[00:21:15.440 --> 00:21:33.440] All of this to say that I think that we're still going to end okay this year when I show you the finance report. We were very concerned with our enrollment for next year, which is driving some of that five out there that we need to right size our district, because we are down some students.
[00:21:33.440 --> 00:21:40.440] So we need to make sure that we have the right amount of adults in the system to handle number of students that we have, and that's where we are.
[00:21:40.440 --> 00:21:54.440] Are there any questions on what happened between March and people?
[00:21:54.440 --> 00:22:05.440] I know you guys are tracking where the students are going. Have we gotten feedback from all 50 as to where they've gone, or are we missing some of that data?
[00:22:05.440 --> 00:22:18.440] We're not missing any of those. The high school knows exactly where their 15 went. The registrar knows that we're tracking, so when she sends in her report, she sends in a list of all the students that left and where they went.

[00:22:23.440 --> 00:22:32.440] Now that this is becoming obviously something that we're tracking all principals and registrars are very aware of it, and I think you have access to the document that I'm referring to of the tracking.

[00:22:50.440 --> 00:23:01.440] I know about Mount Vernon being down. I haven't heard about Antwerp, but I can check. But yes, Burlington and Mount Vernon, for sure.
[00:23:01.440 --> 00:23:10.440] The three of us are down. I would assume that Antwerp is down because they just went into a very large budget cut process and usually that's driven by decreased enrollment.

[00:23:15.440 --> 00:23:28.440] I know I'm talking with my board colleagues, board president colleagues throughout the county. It sounds like this is a universal problem.
[00:23:28.440 --> 00:23:35.440] And they were actually all curious as to how we were managing given the amount of development that we've had.
[00:23:35.440 --> 00:23:43.440] In particular, they were curious about the high rise that's over by the McShedron.
[00:23:43.440 --> 00:23:57.440] And it was a little disconcerting to them to find out that most of the people that we've been dealing with and what they've also been seeing is that those moving in are more working professionals and not so much families.
[00:23:57.440 --> 00:24:03.440] And I think that's just people trying to move out of the Seattle area.
[00:24:03.440 --> 00:24:13.440] But I mean, it's not to share with those because obviously this is an issue that needs to be addressed somehow, but it is universal.
[00:24:13.440 --> 00:24:22.440] And as from what I understand, we are actually sitting better than most within the county too.
[00:24:22.440 --> 00:24:32.440] What we are, as you may recall, when we change our unbound policy from three to five percent to four to six percent, that gave us some cushion.
[00:24:32.440 --> 00:24:44.440] So Dr. Middleton and I are able to stair step our way into this with, you know, those that are not going to return next year are not going to like the word of minimal effect to the actual school itself.
[00:24:44.440 --> 00:24:51.440] So we do appreciate that you had us do that and what's going to allow us to stair step our way in and stair step our way out.
[00:24:51.440 --> 00:25:01.440] This is not a budget mismanagement issue. This is just we lost our kids in the last two years.
[00:25:01.440 --> 00:25:05.440] Thank you. Great. Okay, can we move to the script part?
[00:25:05.440 --> 00:25:12.440] Okay, so here is March, the finance report. Our total fund balance is just over 2.3 million.
[00:25:12.440 --> 00:25:20.440] I think this will be pretty close to our low water mark, but the low water mark will likely be in June when we make that last payment, which will be very helpful for us.
[00:25:20.440 --> 00:25:28.440] You will see us get down in June, but we will come back in July and August, which I'll show you here in a little bit.
[00:25:28.440 --> 00:25:34.440] Caltech's fund balance in March is 755,000, and there is no change in that account.
[00:25:34.440 --> 00:25:44.440] We are done with the modular. We are awaiting furniture. We have our permits. We are now focusing on the HVAC at Evergreen.
[00:25:44.440 --> 00:25:52.440] The debt service fund has 744,000 in it. We will make our next bond payment in June.
[00:25:52.440 --> 00:26:03.440] State force payment is 313,000, and I would just like to report that we are planning to pay off our CMS fund in the 27-28 school year,
[00:26:03.440 --> 00:26:08.440] and the payments have gone down from a million dollars to about 600,000 next year.
[00:26:08.440 --> 00:26:13.440] So that's a very nice relief for Caltech's payers.
[00:26:13.440 --> 00:26:21.440] Can you just kind of give us an understanding of what exactly that does for us as far as when we pay that off?
[00:26:21.440 --> 00:26:28.440] I mean, how does that affect, you know, especially your department as far as the budget is concerned?
[00:26:28.440 --> 00:26:36.440] Well, we look at it like a mortgage, or paying off our mortgage on CMS, and the community provides us the funding to do that.
[00:26:36.440 --> 00:26:41.440] And when we make that last payment, they will no longer have that mortgage payment to share with us,
[00:26:41.440 --> 00:26:48.440] so they'll have a reduction in what's collected on their per thousand rates, which will be very helpful to our community.
[00:26:48.440 --> 00:26:58.440] And at that point, we will not collect money, and our debt service fund, only the state force money will go into there.
[00:26:58.440 --> 00:27:05.440] And what sort of reduction should the community be expecting?
[00:27:05.440 --> 00:27:10.440] About 12 cents per thousand.
[00:27:10.440 --> 00:27:19.440] And ASB is in line with their budget, 376,000. Again, I try, we don't get involved in that unless they are going to do something illegal,
[00:27:19.440 --> 00:27:22.440] or something that doesn't line up with our policy or procedures.
[00:27:22.440 --> 00:27:29.440] And in terms of station, we have 494,000, and we will be ordering two more buses. So that will be very helpful.

[00:30:46.440 --> 00:31:07.440] I want to just say in starting what a pleasure it's been for me to work with the administration and the board over the years here with the school district.
[00:31:07.440 --> 00:31:18.440] We need monthly and this has been a wonderful partnership for me to be a part of and I know the other members of the city staff feel much the same way.
[00:31:18.440 --> 00:31:31.440] When I'm presenting to you tonight, it's really the result of discussions that go back quite a few years now about a major transportation project city has been planning since 2005.
[00:31:31.440 --> 00:31:36.440] Next slide please.
[00:31:36.440 --> 00:31:46.440] We are working on a project that will take some of the pressure off of highway 20 through town east west.
[00:31:46.440 --> 00:32:06.440] And then we come up to do this is to build a alternative arterial roadway using John minor road in Jonesville to connect from highway nine township street to cook road and highway 20 to west.

[00:32:09.440 --> 00:32:16.440] This may be a little difficult for you to see, but this is highway 20 traveling through Singapore.
[00:32:16.440 --> 00:32:20.440] The high school is down here for at night.
[00:32:20.440 --> 00:32:27.440] We and highway nine comes in from the south and then exits to the north of township street.
[00:32:27.440 --> 00:32:34.440] We have about 22,000 vehicles a day that are in this combined section of 29.
[00:32:34.440 --> 00:32:39.440] And it's been growing at a percent and a half to 2% a year, which doesn't sound like much.
[00:32:39.440 --> 00:32:51.440] But if anybody's coming in from Hamilton or points out that direction does result in a fair amount of congestion at that intersection of other points along the way.
[00:32:51.440 --> 00:32:58.440] Some of the intermediate intersections in here and be very difficult to get out of the highway for a few hours.
[00:32:58.440 --> 00:33:09.440] So the idea that we have is to build an alternative east west arterial using what is existing Jones road and John minor road on the other side.
[00:33:09.440 --> 00:33:13.440] And this is the version northern Sumas line in the middle.
[00:33:13.440 --> 00:33:22.440] Currently they're separated by a 20 foot 22 foot embankment where the railroad crosses northern south here.
[00:33:22.440 --> 00:33:34.440] We've been partnering with being SF railway for some time to get a new under crossing at the location there, which is that absolute key part of this project.
[00:33:34.440 --> 00:33:37.440] And we are getting very close.
[00:33:37.440 --> 00:33:42.440] We have an agreement with the NSF to complete that bridge.
[00:33:42.440 --> 00:33:44.440] We're negotiating right now to do that work.
[00:33:44.440 --> 00:33:58.440] Even this summer to put that across in place, they actually wrote the files for that in 2021 prepare for that and the bridge decks and pile caps are actually stopped by just outside of town.
[00:33:58.440 --> 00:34:05.440] The roadway would start at a new roundabout intersection, which we're pretty excited about.
[00:34:05.440 --> 00:34:24.440] This is already funded on John minor and Jones road that will replace that existing stop control intersection on the side streets that anybody that has to go to cascade or evergreen knows can be quite challenged in the mornings and evenings.
[00:34:24.440 --> 00:34:32.440] Our traffic modeling has shown that around about will make that intersection function at a superior level of service once it's completed.
[00:34:32.440 --> 00:34:40.440] And we're in design for that right now, and we'll begin right away after station shortly and struck that in 2025.
[00:34:40.440 --> 00:34:51.440] We also have funding to build a section of rebuild a section of John line road from township to Reed Street probably in the year 2027.
[00:34:51.440 --> 00:34:53.440] We're designed for that as well.
[00:34:53.440 --> 00:35:03.440] The rest of the quarter that you see in yellow here, this parts that currently aren't funded, but we're working on that also.
[00:35:03.440 --> 00:35:11.440] We applied for a $25 million federal grant this fall, which we'll go about in June.
[00:35:11.440 --> 00:35:20.440] And if that project is funded will complete the rest of this project at that time on the west side of this at Jones Road.
[00:35:20.440 --> 00:35:32.440] There's a section that has already been completed by one of the developers in town between Jones and John line and FNS gray road that is now constructed.
[00:35:32.440 --> 00:35:39.440] And we have purchased the right way to go from FNS gray road to the north boundary of the buckle property.
[00:35:39.440 --> 00:35:53.440] And then a new street and the reason that I'm here tonight to talk about will be built from that point down and tied in at Cook Road near the yellow lane bus facility.
[00:35:53.440 --> 00:36:10.440] So, overall, what this what this project is aiming to do is to provide a way for people that are mostly are internal traffic that currently has to compete with all of the through traffic on highway 20 to use this route to get east and west.
[00:36:10.440 --> 00:36:13.440] And we think that will take about 7,000 vehicles today.
[00:36:13.440 --> 00:36:22.440] So, next slide please.
[00:36:22.440 --> 00:36:30.440] This is a little more easy to see than the one we just looked at the yellow lane bus facility right here.
[00:36:30.440 --> 00:36:36.440] And the partnership that we've been talking about really I give Brett the credit for this.
[00:36:36.440 --> 00:36:51.440] Our original plan was to run this road directly north from existing trail road through the west side of the yellow main facility and then up to tie into FNS and to John line.
[00:36:51.440 --> 00:36:57.440] We did a scoping study back in 2020 looking at the overall costs and alignments for guests.
[00:36:57.440 --> 00:37:08.440] And as we were discussing that with the district. It was pointed out to us that was that was going to be about a 20 some million dollar project to do that.
[00:37:08.440 --> 00:37:12.440] Our estimates in the scoping study were like 2 million.
[00:37:12.440 --> 00:37:24.440] So we weren't even close on that. So we immediately started scrambling and looking for other ways to get this project through there with without causing that much impact bus facility.
[00:37:24.440 --> 00:37:31.440] And it's not breaking the bank for the overall project. And as coincidence would have it.
[00:37:31.440 --> 00:37:43.440] The owner of a parcel Ray Nelson's former motorcycle shop approached Brett or actually medical him on the property trying to look around on it.
[00:37:43.440 --> 00:37:53.440] Ray died and so Brett well maybe that property would be available. And so we did pivot very quickly with that.
[00:37:53.440 --> 00:37:56.440] And we're able to acquire that property.
[00:37:56.440 --> 00:37:59.440] Next slide please.
[00:37:59.440 --> 00:38:03.440] Well, just back to the other piece.
[00:38:03.440 --> 00:38:22.440] I'll talk about that a little bit more in a minute. So we have been working since that time and have acquired that property and redesigned our facility to avoid the bus facility.
[00:38:22.440 --> 00:38:34.440] So some of the things that are a win-win for the school district and the city include this is the existing sapload crossing.
[00:38:34.440 --> 00:38:37.440] I'm sure many of you have driven this at one time or another.
[00:38:37.440 --> 00:38:53.440] I happened to be out in the afternoon when one of the buses coming back from their points east and the pound to make this turn. And I had parked on the other side of the trestle here off the edge of the road.
[00:38:53.440 --> 00:39:08.440] And I was on the west side taking pictures on the bus. And I got a really sour look from the driver of the bus because I was parked off the road but a little bit closer than he liked.
[00:39:08.440 --> 00:39:13.440] Normally when the buses would come down there, they would actually leave the road a little bit.
[00:39:13.440 --> 00:39:28.440] And they would be able to make the turn without getting sandwiched into the turn off there. And he went ahead and tried to make the turn and couldn't make it and this mirror has got into some of these poles.
[00:39:28.440 --> 00:39:33.440] So I went up to him and smiled and I pushed his mirror and he was able to come on through.
[00:39:33.440 --> 00:39:48.440] But anyway, this project would replace and close this particular path under the railroad and replace it with a new two main roadway connecting Jones and John liner.
[00:39:48.440 --> 00:39:52.440] A real advantage for everything there. Would you go back slides.
[00:39:52.440 --> 00:40:03.440] Right there. I also wanted to point out to you the advantages this is going to make for us citywide and for the district as well in terms of non motorized transportation.
[00:40:03.440 --> 00:40:18.440] The new road of course will provide a route for the vehicles to make it, but it also will include a 10 foot sheriff's pass, similar to what you have on the garbable road right now in front of Evergreen between Fruitdale and the garbable road.
[00:40:18.440 --> 00:40:27.440] Continuing that and sidewalk on the opposite side all the way over basically to FNS grade road and then down to Cook Road.
[00:40:27.440 --> 00:40:41.440] And that will tie into existing systems we already have on highway 20 all the way through town pretty much and then connecting up to the northern states facility on the garbable road.
[00:40:41.440 --> 00:40:55.440] When this is all done we'll have about six miles of path and sidewalk to make it much easier for the students to walk back and forth to the schools combined with the roundabout that we're going to be building at Fruitdale.
[00:40:55.440 --> 00:41:06.440] It's going to be a much safer way for children to get back and forth on bicycles and, and by foot.
[00:41:06.440 --> 00:41:12.440] Okay, the next slide. All right, so where will we add that project right now.
[00:41:12.440 --> 00:41:23.440] We are completed quite a few components and remaining components we're planning complete between 2025 23 next slide.
[00:41:23.440 --> 00:41:38.440] This just shows a graphic on what's already funded and what we're still doing. I talked about some of this already rather valid at Highway nine and John Lionel Road and the piece of John Lionel Road that we have mostly funded.
[00:41:38.440 --> 00:41:43.440] We also this piece has been completed by the developer between FNS and Jones.
[00:41:43.440 --> 00:41:59.440] We have a development agreement with the local family in partnership with the way a pain development to build the section of North trail road from the Nelson property and cook road up to the boundary of their property.
[00:41:59.440 --> 00:42:06.440] And then we have already bought the property to go from their property to FNS green.
[00:42:06.440 --> 00:42:18.440] Of the overall total project cost of $51 million for building all of this, we've already completed or have committed almost $16 million for projects.
[00:42:18.440 --> 00:42:27.440] The federal grant that we have applied for will provide another 25 million towards the $30 million for the remaining projects in this.
[00:42:27.440 --> 00:42:35.440] So we're really coming along pretty well. We'll know about that grant by the way sometime in June.
[00:42:35.440 --> 00:42:48.440] Next slide. So we have a memorandum of understanding which is more improved back in May of 2022 that had several bullet points on what we were trying to accomplish for that.
[00:42:48.440 --> 00:42:54.440] First was to minimize the impact on the yellow name facility.
[00:42:54.440 --> 00:43:01.440] The second was to provide more direct access for the bus facility to the North trail road.
[00:43:01.440 --> 00:43:11.440] The third thing we were moving to accomplish was coordination with the local in the states development, which we've done through the development agreement that I talked about.
[00:43:11.440 --> 00:43:16.440] The fourth thing was to purchase the Nelson property, which we have done.
[00:43:16.440 --> 00:43:33.440] Now we're going to accomplish this by boundary line adjustment to train some property from the Nelson property to the district to allow the roadway to be built through the Nelson property and then utilize part of the east boundary of the school industry.
[00:43:33.440 --> 00:43:46.440] All of that to be done with an equitable property exchange. And at the end of the day to allow the district to own the shop building that's on the Nelson property.
[00:43:46.440 --> 00:43:47.440] Next slide please.
[00:43:47.440 --> 00:43:55.440] This is a picture showing an aerial view of the bus facility. The Nelson property I've been talking about is here.
[00:43:55.440 --> 00:44:05.440] The shop building is located at this point, and this is the approximate boundary of the property that we proposed the boundary line adjustment to the school district.

[00:44:10.440 --> 00:44:21.440] This I talked earlier about the preliminary scoping study impact. This would have been where it would have ran and you can see the difficulties with that with the structures that are involved there.

[00:44:23.440 --> 00:44:33.440] This shows the actual property exchange as we're proposing. Again, this is the Nelson property, the portion that would be adjusted from the city to the school district.
[00:44:33.440 --> 00:44:38.440] This would be a direct access to the new street for the school district.
[00:44:38.440 --> 00:44:42.440] That's the building to be included in the exchange.
[00:44:42.440 --> 00:45:03.440] This is the property that we exchanged for from the school district that will allow a portion of the new roadway to utilize that property combined with property that is dedicated already by Buckle state's development that carries the roadway down to Cook Road.
[00:45:03.440 --> 00:45:11.440] The property exchange also includes in it a remnant piece south of the new roadway alignment to the school district.
[00:45:11.440 --> 00:45:23.440] And there's a portion of basically resource land along Brickyard Crick which runs through in this dislocation that would go from the district to the city.
[00:45:23.440 --> 00:45:34.440] And then a portion down at the southwest corner of the school district site to allow for a future roundabout intersection at Trail Road intersection.
[00:45:34.440 --> 00:45:46.440] Again, our intention was to balance all of these exchanges out and come out as close as possible to a neutral exchange on this and we've done pretty close on that.
[00:45:46.440 --> 00:46:13.440] The things that you put the valuation somewhat in the favor of the city are the value of the building here and some improvements that the district offered to do as a part of the memorandum of understanding, which include basically relocating the existing boundary life fence to the new boundaries along this side and then across the Nelson property.

[00:46:16.440 --> 00:46:37.440] So I've already said most of this in my description, but the memorandum of understanding basically included a statement that the district is supportive of the new roadway as shown in what is, what's that slide we just looked at.
[00:46:37.440 --> 00:46:46.440] The district will participate in a boundary line adjustment to provide a portion of the right of way for the new road.
[00:46:46.440 --> 00:46:53.440] The boundary line adjustment will also provide right of way for the future roundabout intersection at the existing trail road intersection.
[00:46:53.440 --> 00:47:09.440] The district will construct a boundary line fence, this is just this slide, and we, the city with the district will pay for their for the driveway on the property, but we will provide an approach as a part of our next slide please.
[00:47:09.440 --> 00:47:12.440] This is what the city will do.
[00:47:12.440 --> 00:47:29.440] The district will participate by providing the land from the Nelson property. We'll put a driveway approach off the trail road. We'll pay for the cost of the boundary line adjustment and related surveying expenses and the cost of the right of way exchange.
[00:47:29.440 --> 00:47:47.440] Next slide please. We have hired a real estate firm to work out the details on how the exchange would take place. I won't bore you with all the details, but the top two boxes are the land exchange valuation.
[00:47:47.440 --> 00:48:03.440] We actually came out pretty close between those two on the value of the land itself. And the property that's coming from the district is six tenths of an acre. The property that's going to the district is five tenths of an acre.
[00:48:03.440 --> 00:48:25.440] And I've got to say that nine almost two tenths of the property is that resource plan, which really is fairly marginal value. We threw that in basically to make the exchange work, but the more valuable property was instead of six tenths of an acre, it's more like four tenths of an acre from the district.
[00:48:25.440 --> 00:48:44.440] Where the exchange became a little bit more in the city's favor was the value of the building itself, which is $70,000 and about $57,000 for the fencing and the driveway on site. So the net difference is $119,000. Next slide please.
[00:48:44.440 --> 00:49:06.440] This one just shows the size of the property transfers, the six tenths from the district, which includes that 1900s of an acre for the resource land, five tenths from the city and then the value of the building and the property and the improvements.
[00:49:06.440 --> 00:49:14.440] Next slide. So we believe this is a win-win for the city and for the district. I'll just run down through the east.
[00:49:14.440 --> 00:49:30.440] More trail road extension project is currently planned will avoid impacts to the original line that was proposed in the scoping study that would have impacted the maintenance facility building and operations.
[00:49:30.440 --> 00:49:48.440] The fair market value for the property and improvements was established by the city's wide array consultant based on fair market valuation. The land exchange transaction will be to be mental ranking of understanding intent of minimal impact, financial impact of either agency.
[00:49:48.440 --> 00:50:04.440] The project will eliminate the dangerous sap road under crossing currently by used by the district buses and replace this with a new under crossing at Jones Road. That will greatly improve less access to points east of the railroad.
[00:50:04.440 --> 00:50:22.440] New sidewalks and shared use paths will improve student safety and access by a bicycle and foot traffic to Cascade and Evergreen schools. The new roundabout of quick and trail road intersection will reduce congestion on Cook Road and on SR 20 and allows for 20-year growth.
[00:50:22.440 --> 00:50:42.440] Finally, the acquisition of the Nelson Shop building will provide 2,560 square feet of additional storage space for the LVM main bus facility. By the way, as a part of the Parker-Kershnicke as well, the city is currently leasing that building to the district at a very minimal amount.
[00:50:42.440 --> 00:50:50.440] It just basically covers the power bill for that. So we'll be ready to just go because it already moved in.
[00:50:50.440 --> 00:51:09.440] Finally, next steps and you won't be taking action on this tonight because presenting to you and once the documents are presented to the district once for signatures, they'll bring that back to the board for your approval if you choose to go forward with this.
[00:51:09.440 --> 00:51:25.440] But at that time, there'll be a need for a motion to authorize the district superintendent to sign the property document transfers. The city will then ask to execute the documents to record them. There's payments to be made.
[00:51:25.440 --> 00:51:43.440] The city will complete the design and construction of the north trail road to the buckle development as a part of our development. So if you have any questions, I'd be glad to take them now.

[00:53:18.440 --> 00:53:31.440] The other question I had was just about usable space for our bus garage. Does this take away any of our usable space that we might need in the future?
[00:53:31.440 --> 00:53:52.440] I don't think so. Right now, the area along the east side is just where we're storing dirt. We have dirt piled up.
[00:53:52.440 --> 00:54:04.440] We don't use the space. We have never really used the space, but the tradeoff for us down below is that barn and the additional exit out to the new street.
[00:54:04.440 --> 00:54:12.440] I don't know if you've ever seen a bus trying to turn left on Cook Road at certain times of the day. It's almost impossible.
[00:54:12.440 --> 00:54:29.440] It's a miracle that we are even close to our route times when a bus needs to take a left on Cook. So that exit onto the new road and that barn are more important to us than moving that bit of land there on the side.
[00:54:29.440 --> 00:54:39.440] The last question I think for me is how does this fit in with our fund balance concerns there with the rural land decline?
[00:54:39.440 --> 00:54:49.440] As it's penciled out right now, we have to pay 19,000 for taking that barn on and all of the land spots that are going to happen.
[00:54:49.440 --> 00:54:59.440] We have about 300,000 sitting in our state forest money. That money is designed to be used for things like this.
[00:54:59.440 --> 00:55:17.440] That would take a good chunk of that money out. So I would really want to think about this, but that's my idea right now.
[00:55:17.440 --> 00:55:31.440] Just a question for you. You referenced a couple of times the projected 20-year growth. Can you speak to that kind of ballpark as far as member of residents?
[00:55:31.440 --> 00:55:42.440] Yes, the city is just now entering into an update of our comprehensive plan. One of the first steps in that is going to be to confirm our plan use in rural projections.
[00:55:42.440 --> 00:55:52.440] The previous one, which was done in 2016, projected we'd be at about 17,000 at the end of that period of time. We haven't made that, we're at 13,000 right now.
[00:55:52.440 --> 00:56:00.440] But we do think we're going to be pushing that with the growth that we're seeing right now in town in the next 20 years.

[01:10:14.440 --> 01:10:33.440] One of the other points that I thought I would make is I know safety is a really big priority for a lot of our community members, and having one SRO in one of our nine schools doesn't address necessarily safety at all the other schools.

I know we talked about that in the word session, training staff at the other schools, so even though we don't have an SRO officer there, they have at least some idea of what that role entails and how they can help address safety issues at other schools in the district.
[01:11:01.440 --> 01:11:22.440] The one other point I wanted to make was just about our goal, and we should have a goal and metrics established before the SRO takes effect and maybe start looking at the data around that metric so that we can see before and after we implement the SRO.
[01:11:22.440 --> 01:11:41.440] And thinking back to a discussion I had with another school board member in neighboring district, they actually do, I know we talked about how metrics are hard, this type of thing, they actually do a, they have key performance indicators and one of those is customer satisfaction.
[01:11:41.440 --> 01:12:00.440] So it's just as simple as a survey out to teachers, out to parents, out to community members. You know, if we don't have another metric that we come up with that's meaningful for what our goal is, but that's something perhaps we could include.
