MINUTES OF THE BOARD MEETING OF
THE UNIVERSITY PLACE SCHOOL BOARD
April 13, 2022

Call to Order
Board President Rick Maloney called the regular meeting to order at 6:32 pm at the Educational Service Center. The
meeting was also broadcast to the public as a virtual meeting. He led the flag salute and welcomed everyone to the
meeting.
Approval of Agenda
There was an addendum to the agenda. Ethelda Burke moved, and the motion carried, to approve the agenda with
the two addendum items.
Public Comment
Bill Dickins addressed the Board of Directors regarding adding an additional Advanced Placement course on
economics at Curtis High School.
Vince Navarre addressed the Board of Directors regarding the Community Linkage Session on Racial Equity and
the district’s Racial Equity Initiative.
Consent Agenda
Ethelda Burke moved, and the motion carried, to approve the items on the consent agenda including the items on the
addendum. Items on the consent agenda included:

The Board of Directors accepted the resignation of Mark Miller, instructional technology specialist, effective
June 30, 2022, for the purpose of retirement.
The Board of Directors accepted the resignation of Rebecca Owens, executive director of primary education,
effective June 30, 2022, for the purpose of retirement.
The Board of Directors accepted the resignation of Jennifer Rehberger, teacher at Chambers Primary, effective
June 30, 2022.
The Board of Directors accepted the resignation of Molly Carey teacher at Curtis Junior High School, effective
August 31, 2022.
The Board of Directors accepted the resignation of Jess Marshall, HVAC technician, effective April 22, 2022.
The Board of Directors accepted the resignation of Brenda Rice-Gormly teacher at Curtis Senior High School,
effective June 30, 2022, for the purpose of retirement.
The Board of Directors approved acceptance of the monitoring report on policy EL-3 Communication and
Counsel to the Board.
The Board of Directors adopted revised District Operating Policy 3432 Emergencies.
The Board of Directors adopted revised District Operating Policy 4200 Safe and Orderly Learning Environment.
The Board of Directors adopted revised District Operating Policy 6220 Bid or Request for Proposal
Requirements.
The Board of Directors approved the purchase of 600 Chromebooks up to $250,000.
The Board of Directors approved the Cooperative Services Agreement between Olympic Educational Service
District 114 and University Place School District for the 2022/2023 school year.
The Board of Directors approved the Interlocal Agreement between Bates Technical College and University Place
School District for the 2022/2023 school year.
The Board of Directors accepted the Curtis High School elevated walkway upgrade project as complete and
authorize the district to finalize the formal close out project.
The Board of Directors accepted the Narrows View Intermediate HVAC upgrade project as complete and
authorize the district to finalize the formal close out project.
The Board of Directors approved extending the Curtis High School track and field travel request, originally
approved at the March 9, 2022 board meeting, to Eugene, OR from April 21 — 23, 2022.
The Board of Directors accepted a donation of $3,600 from the Curtis Boys Lacrosse Boosters to support the
Curtis High School lacrosse teams spring trip.
The Board of Directors approved the February 2022 budget reports.
Voucher Approval
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement
claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to the Board.

Board Development and Linkage
Superintendent’s Update
Superintendent Jeff Chamberlin gave a short update to the Board of Directors addressing three fiscal items. First, he
thanked the Board of Directors for their approval of a bond refund at the February Board meeting. That process is
underway and will result in a savings of over $250,000 in interest. Second, he notified the Board of Directors of the
audit exit conference scheduled for the following week. Board President, Rick Maloney is scheduled to attend.
Lastly, Superintendent Chamberlin told the Board that the district has begun working on the 2022-2023 budget now
that the legislative session is closed.

Board Development Update
Rick Maloney and Marisa Peloquin both shared information about the sessions they attended at the National School
Board Association’s annual conference in San Diego.
Director Maloney reminded the Board of Directors of the upcoming WSSDA Regional Meeting coming up on April
20, 2022.
T’wina Nobles shared her experiences in classes and working with students recently. Marisa Peloquin shared her
experience participating in mock interviews at Curtis High School.
Discussion of Board Retreat on May 14, 2022
The Board of Directors discussed the logistics of the annual Board retreat scheduled for May 14, 2022.
Discussion of the May 11, 2022 Board Linkage Session with Curtis High School Seniors
The Board of Directors discussed the logistics of the upcoming board linkage session with Curtis High School
Seniors including the location and format of the meeting.
Assurance of Organizational Performance
Board Response to Monitoring
Mary Lu Dickinson moved, and the motion carried, to approve the monitoring on policy EL-7 Facilities and Asset
Protection as in compliance.
Board Self-Monitoring
Ethelda Burke moved, and the motion carried, to approve the monitoring on policy GP-9 Board Members’ Code of
Conduct as in compliance.
Policy Review
Ethelda Burke moved, and the motion carried, to updated GP-5 Board President’s Role to include “and Vice
President” in section four of the policy.
Rick Maloney moved, and the motion carried, to change the frequency of monitoring GP-14 Memorialization of
Facilities from every year to every three years.

The Board of Directors reviewed and discussed a proposal to consolidate policies 1805 Open Government Training
and 1822 Training and Professional Development of Board Members into one policy. No action was taken.

Announcements
Superintendent Jeff Chamberlin notified the Board of Directors that Curtis High School’s graduation will take place
on June 10, 2022. A senior tour and community celebration will take place on the morning of June 11, 2022.
The meeting adjourned at 7:22 pm.
