THE UNIVERSITY PLACE SCHOOL BOARD
April 12, 2023

Call to Order
Board Vice President Marisa Peloquin called the regular meeting to order at 6:32 pm at the Educational Service
Center. She led the flag salute and welcomed everyone to the meeting.
Approval of Agenda
There was an addendum to the agenda. Rick Maloney moved, and the motion carried, to approve the agenda with
the two addendum items.
Public Comment
Jane Park, student at Curtis High School, shared her experience assisting the UP Parks and Recreation Foundation.
Christine Saunders, Chair of the UP Parks and Recreation Foundation, provided the Board of Directors with a list of
sponsorship items for the installation of an inclusive playground at Cirque Park in University Place.
Brent Johnsen, Curtis High School alumni, provided a financial update on the UP Parks and Recreation
Foundation’s efforts to fundraise for an inclusive playground at Cirque Park in University Place.
Linda W., community member, addressed the Board of Directors regarding Senate Bill 5599.
Consent Agenda
Ethelda Burke moved, and the motion carried, to approve the items on the consent agenda including the items on the
addendum. Items on the consent agenda included:

The Board of Directors accepted the leave of absence request of Kaitlyn Hoag, teacher at Drum Intermediate
School, for the 2023-2024 school year.
The Board of Directors accepted the leave of absence request of Brittany Zemanek, teacher at Sunset Primary
School, for the 2023-2024 school year.
The Board of Directors approved acceptance of the monitoring report on policy EL-3 Communication and
Counsel to the Board.
The Board of Directors adopted District Operating Policy 4311 School Safety and Security Services Program.
The Board of Directors approved the Interlocal Agreement between Bates Technical College and University Place
School District for the 2023/2024 school year.
The Board of Directors approved the Interlocal Agreement between Olympic Educational Service District 114
and University Place School District for the 2023/2024 school year.
The Board of Directors approved the revised fee schedule for the 2022-2023 school year.
The Board of Directors accepted a donation of $23,650 from the Curtis Boys Lacrosse Boosters to support the
Curtis High School lacrosse teams spring trip.
The Board of Directors approved the request of travel of Dr. Holly Galbreath, special services coordinator, to
Leagues City, TX from April 17-18, 2023 to tour the Devereux Treatment Network.
The Board of Directors approved for the district to declare a vehicle the district as identified as obsolete and of no
further use as “surplus” and to purchase one Type C-CE Dsl 71 passenger clean diesel bus.
The Board of Directors approved the request to declare textbooks, furniture, equipment and technology items that
the district has identified as obsolete and of no further use to the district as “surplus.”
The Board of Directors approved the February 2023 budget reports.

Board Development and Linkage
Superintendent’s Update
Superintendent Jeff Chamberlin shared his experience in Olympia earlier in the day as the Curtis High School Boys’
Basketball and Girl’s Bowling teams were recognized by Governor Jay Inslee and the State House of
Representatives. He reminded the Board of Directors that the first week of May is Teacher Appreciation Week.
Board of Directors April 12, 2023
Superintendent Chamberlin continued his update by providing the Board of Directors with a brief budget update.
This year’s audit is almost complete. The district hopes to provide the final audit report to the Board soon. The
2023-2024 budget is currently being prepared by the Business Services office and a preliminary budget be presented
at the July 12, 2023 board meeting. Every five years, school districts are required to complete the Comprehensive
Program Review (CPR), an audit of district programs. University Place School District received the results from this
year’s CPR, focusing on students experiencing homelessness, civil rights compliance, and Title III/ELL programs.
The district received a risk level of zero, which is the highest rating possible. More information will be provided to
the Board. Lastly, Superintendent Chamberlin informed the Board that the District is drafting a volunteer policy for
Board adoption in the next few months in response to questions and concerns brought forward by some parents.
Board Development Update
Ethelda Burke, Mary Lu Dickinson, and Rick Maloney both shared information about the sessions they attended at
the National School Board Association’s annual conference in Orlando, FL at the beginning of April.
Mary Lu Dickinson and Marisa Peloquin shared information from the Washington State School Directors’
Association (WSSDA) District Area 3 meeting.
Mary Lu Dickinson provided a brief legislative update.
Discussion of the May 10, 2023 Board Linkage Session with Curtis High School Seniors
The Board of Directors reviewed past questions used at the board linkage session with Curtis High School Seniors
and discussed which questions to use at the upcoming meeting on May 10, 2023.
Assurance of Organizational Performance
Board Response to Monitoring
Rick Maloney moved, and the motion carried, to approve the monitoring on policy EL-7 Facilities and Asset
Protection as in compliance with one comment.
Board Self-Monitoring
Mary Lu Dickinson moved, and the motion carried, to approve the monitoring on policy GP-9 Board Members’
Code of Conduct as in compliance with two comments.

Announcements
Marisa Peloquin shared her experience in Olympia with Board Directors Mary Lu Dickinson and Ethelda Burke, for
the recognition of the Curtis High School Basketball and Bowling teams. Director Peloquin also shared her
experience at the Discovery Regional Science and Engineering Fair. A University Place School District student will
move on to the national competition.
Rick Maloney announced to the Board of Directors that a former WSSDA president passed away. He continued his
announcements by sharing information about memorialization of facilities. Lastly, Director Maloney, reminded the
Board of Directors of the community member request to begin recording meetings. He stated that House Bill 1210
could lend some guidance to a larger discussion of the topic.
Board of Directors April 12, 2023
Superintendent Jeff Chamberlin notified the Board of Directors that construction of the Curtis Junior High School’s
field will begin on April 17, 2023. He also reminded the Board of Directors of an Earth Day event sponsored by
Rotary on April 22, 2023 and the upcoming Board study session scheduled for April 26, 2023. Lastly,
Superintendent Chamberlin announced that every University Place School ranked in the top 10 on niche.com’s most
recent list of best schools in Pierce County.
