MINUTES
School Board of Directors – Regular Meeting
Thursday, October 28, 2021 - 7:00 p.m.
Zillah Middle School Commons-Live In-Person Meeting (All Healthy Washington Roadmap to
Recovery Plan, applicable state guidance, and the Open Public Meetings Act requirements will
be followed) and Via ZOOM Technology
TIME AND PLACE:

A School Board of Directors-Regular Meeting was held on Thursday,
October 28, 2021 at 7:00 p.m. The meeting was held at Zillah Middle
School Commons and via ZOOM Technology.

CALL TO ORDER

Meeting called to order at 7:03 pm by Jeff Brady. Jeff Brady, Darrin
Belton, Thomas Fender, and Chris Van Antwerp.

APPROVAL OF MINUTES:

Session, Regular School Board Meeting Minutes. All in favor

HEARING SESSION:

Elizabeth Jensen shared the following letter. I know you are all
here as volunteers to our community. This is not your real job.
You all have jobs outside of the school board, and you have an
understanding as to how to make your businesses successful.
Professionally, if you had a business that was failing in its
primary function, you could do one of two things. You could
throw out the whole business, abandon you core goals and
objectives and come up with a new business, or you could
refocus on these goals and objectives that are failing, redouble
your efforts and/or come up with innovative ways to meet these
measures. What you wouldn’t do is go in a completely new
direction while stating that you are maintaining your original
goals and objectives.

Our schools are like that business. And right now, gentlemen,
our district is failing. I looked up the SBAC scores for 2018-19.
63% of students in the district are at a grade level in ELA, 51%
in math and 48% in science. Our highest percentage is ELA,
and when I went to schoo, 63% was failing. We not passing in
any of the tested categories in our district when it comes to
getting our student to achieving at grade level. The district did
not do SBAC testing in 2020 due to Covid, but give the Covid
slide, we can assume that their scores will be lower when we do
resume testing, if the state does not lower the benchmarks.
There are some school districts that have abandoned the
traditional goals and objectives of the public school system.
Oregon school districts will not make their students prove they
can read, write or do math in order to graduate. Other districts
have declared math racist and accelerated learning programs
exclusionary. They have chosen to throw out the traditional
school “business” and offer something wildly different.
The engaged parents you see here today, on the zoom call, the
ones that post on the Parent Facebook pages, or who speak to
you in the community (the taxpayers and voters) are trying to
tell you that we don’t want that. We want to focus on the core
goals and objectives of our school business, and have our
students at least meet them at grade level. We want a majority
of our students to achieve grade level in reading, writing, math,
science, and history. We want to get there by traditional
methods, but also by the innovative new learning tools that our
teachers in this district know how to use.
What we don’t want to do is go in a completely new direction
and start wasting their instructional time on “Social emotional
learning” or “Character Ed” or other subjects that tell them
what to think and what type of person they should be. They also
don’t need to learn re-enlightened form of history that teaches
them to feel guilty about the actions of the past. It is absolutely
appropriate for the school to teach our children how to reach
complex decisions. This is done with reading, writing, debate
and possibly even a little philosophy. It is not appropriate to
waste any amount of time teaching them what to think and what
type of people some nebulous authority thinks they should
become.
A SEL survey was rolled out to the Zillah Intermediate school
students this week. The 20 minute survey took 1&1/2 to 2 hours
to complete. I was told this by someone that works on the
school. This was mainly because most of the questions, which
included 2 essay questions, had to be explained to the confused
children. Do you really think that the answers that are gathered

from this survey will mean anything when the questions had to
be explained to the students in the first place?
In doing some research, I have found various accounts as to
how uch of a school day is spent in actual learning. I chose a
study from 2015 that broke the day like this: 58% to academic
activities, 23% to nonacademic activities and 19% to
noninstructional activities. That means in a 6.5 hour day,
approximately 3.75 hours are spent in actual academic activities
such as learning ELA, math, science, and history. During the
survey given this week, almost half of this most valuable time
was wasted by the students in the Zillah Intermediate School on
a survey that will give garbage data, whether the student took
the survey or not. Students who parent’s opted them out are just
sitting and waiting for their classmates to the complete the
survey. The district is going to repeat this time-waster 3 times
during this school year.
Zillah needs to get back to our core goals and objectives. Let’s
teach our students how to read, write, do math and experience
to wonder of science and history. Our students have already
lost enough during the pandemic. You, the board, are like the
parents to our failing school. Tonight, I am asking you to throw
out the needless garbage and help our school get a passing
grade by letting our amazing teachers teach them reading,
writing, math, science, and history. If the state mandates that
we have some form of this program, please make it the very
minimum in our district (a take home survey) so we can make
the 3.75 hours/day have the maximal impact on our Zillah
students.
I would appreciate a response to this request in writing.

I am going to add a final note. As I was leaving for this meeting
my daughter said she was notified she would not be taking the
survey. I will discuss this with my daughter. But she was mad
because she was going to just have to sit and wait while the
other students took the survey. I just feel this is not where our
time should go for students.
Deb Holloway is going to speak from the ZOOM platform. Bill
and Deb Holloway expressed their opposition to the Panorama
survey that the school is giving to students 3rd-12th grade and
our understanding that this is 3 times this year. Leah
(Glasenapp) has a handout that Deb copied off to handout for
her. This is just from forbes.com and explains panorama
education and who is behind it. I am going to read a bit of it.
The attorney General Merrick Garland son in law is the
cofounder, board member and president of panoramama
education. The program sells surveys to school district across

the country that focus on the local social and emotional climate.
These surveys are used as justification for new curriculum from
other providers that some parents call “Critical Race Theory”.
The investors also behind panorama education are very
politically active and you guys can research that and look stuff
up. In the lower paragraph it shows how much money districts
are spending on this and it looks to be pretty costly. On the
back critics saying that social emotional learning and culturally
responsive training introduce controversial ideas about race
and identity that are associated with the critical race theory.
Shortly after George Floyd died in police custody, panorama
education put out a statement committing to combat systematic
racism in the educational system. Panorama education is using
native collection as a pretext for school officials to push
controversial ideas about race, identity and sexuality. This
survey is as indoctrination platform aiming to mold our kids into
social justice warriors. This survey gives you a social score and
that social score will determine if there will be an intervention
and that is the gateway to critical race theory. We don’t like
this obviously and we feel like this is just an agenda to bring in
critical race theory and critical race theory teaches our children
to hate and also to hate their country. It causes division and
judge each one of us on our past history and the color of our
skin. Bill and I are particularily concerned about this because
one of our sons is black and this is really personal to us and we
will all be affected by this and if this is allowed in our schools
you will be putting a target on his back. We have to questions
why is this even being brought into our school. We would just
like you guys to remove the panorama survey from the Zillah
school District. And use that precious time in teaching our kids
math, English, and history, thank you.
Michael Kibbe read the following letter after thanking the board
for their time and allowing him to speak: Two weeks ago, the
6th, 8th, 10th, and 12th grade students of our district were given
the Healthy Youth Survey. Because of some of the subject matte
on the survey, I would like to propose that a group of parents in
our district get to review Surveys like this, and highlight certain
questions that could be very offensive to certain students and
families. Mr. Charbonneau was gracious enough to send out an
email that told us the date the survey would be given, and
allowed parents the option to opt their children out of the
survey. Because of the content of part of the survey, I believe it
needs to be sent in its own email, in bright red, so that parents
know exactly what their children are going to be asked. This xrated content is tucked in with how many carrots you’re eating a
day, and how much sleep you’re getting at night. My wife was

able to google and find the questionnaires from 2018. She was
not able to find the questionnaires that our students were given
two weeks ago. Is that not a shame! I don’t think it was an
accident that we cannot read it. I can imagine three years later
that the survey could be much more inappropriate than in 2018.
I want to give you a sample from the 2018 questionaire. The
next questions ask about sexual behaviors. Sex includes, oral,
vaginal, and/or anal so this is word for word what our kids get
on the survey I guess. How old were you when you had sex for
the first time? With how many people have you had sex? The
last time you had sex what method did you or your partner use
to prevent pregnancy and or sexual transmission affection select
all that you used. Which of the following best describes you,
bisexual, gay. How do you currently identify yourself? Select all
that apply. Anyway there is a few more. What sex gender were
you at birth even if you are not that gender today. School
Administration can opt out of sexual content..Did they? How do
we know? If these questions make anyone in this room
uncomfortable why are they being administered to our children
if there is a very small percentage of students that these types of
things pertain to. Why are we subjecting these questions to the
other 98% of the students that this doesn’t pertain to. It is a
proven fact that the more sexual information that a child is
given the more promiscuous they become. In closing I would
like us to come to the conclusion to ask that we get to review
every survey in its entirety before it is given to our students and
not just sample questions. I was wondering if I was on the
school board what can I do and how can I help. Obviously you
and I don’t want our kids facing some of these things that are
inappropriate and I thought you know what we can do…we can
vote in our school district that from now on when there is a
survey parents get to review it. He then asked that it be given
directly and not a link basically, asked for a group of parents to
go through and highlight what can stay and go. He mentioned
about critical race theory and survivor and he would no longer
watch it because it was critical race theory agenda. Thank the
board for their time.
Leah Glasenapp will speak on behalf of Mike Collins. I am
unable to attend in person again as I have to be out of town.
Thank you for listening to my letter. I have 3 topics to touch on:
1. Social Emotional Learning-Mr. Irion has informed me that
the Panorama survey we are using in this district is not
mandated, but proposed by ESD 105. We are aware the SEL
materials are prepared by Panorama, a company deeply tied to
Critical Race Theory. Can you guarantee that CRT will not find
its way into the Zillah School District as you have stated? I ask

that you place this item on your action agenda for the next
board meeting. Please put forward motion and vote that ZSD
will not implement any SEL or Mindfulness-Awareness curricula
that has any ties to Critical Race Theory. 2. Does the Zillah
School District pay membership dues to the National School
Board Association? If so, I ask that you immediately
discontinue that membership. Speaking for many, we as
concerned parents and local taxpayers do NOT feel that you
view us “domestic terrorists.” We also do not want our tax
dollars spend supporting an organization that does. I again ask
you to bring this action forward, presenting a motion at the next
board meeting that you will discontinue and/or will not at any
future time be a member of the National School Board
Association. 3. Based on comments coming from the Biden
administration, I have no doubt that a vaccination mandate for
kindergarten through 12th grade students in the state of
Washington will soon be made. I ask that you discuss this topic
at your next board work session, and at the November school
board meeting, give the parents of the Zillah School District a
report of what actions will be should this mandate be placed
into effect. In so doing it will allow parents to have time in
advance to decide what is the best course of action for their
children. Here are several areas of interest: Will you allow
exemptions? What will be the basis for those exemptions? Will
you require periodic Covid testing for students whose parents
decline vacccinations? If so, what will be the frequency of
testing? At whose expense? Will you require proof of
vaccination and how will that be handled on a daily basis? Will
you be offering remote learning for those whose parents decide
against vaccinations? Any other thoughts, ideas, or conclusions
you have would be greatly appreciated. Respectfully, Mike

Leah Glasenapp made the following statement for Betty Collins.
She would like to bring attention to questions asked to students
in the SEL survey documents provided by Mr. Irion. In the
benchmarks K-3 it states with adults assistance I can identify
how my emotions, feelings and thoughts feel in my body. She
said as a teacher all of the benchmarks from K-3 include this
phrase with adult assistance. Children that young may well
have difficulty expressing themselves, but it seems adult
assistance may include suggestion. Children offer answers with
what they think the adult might want them to say especially
when they don’t really know the answers. Makes reference to
other speaker and kids don’t understand these questions. So as
a teacher or person helping kids with questions it can be
explained as to how the person wants the answer to be pulled

from that child. States if the child were mentally able to
comprehend the question they would give a different answer.
Leah went on to read questions and responses as to how Mrs.
Collins felt about the questions. As a former teacher I can
express my frustration about being expected to meet goals on
common core and smarter balance while having to spend
valuable time on questionnaires that have low value.
Leah stated: as for myself and my husband we feel the same way
on the SEL surveys, all surveys in general. Our kids just need to
be taught the basics, grades are failing, and we don’t even know
where we are since covid has hit. In all actuality our tax dollars
pay for science teachers to teach science, social studies to teach
social studies and so on. They shouldn’t having to spend an
hour to two hours explaining questions to kids they don’t even
understand. There is no academic point to this especially if it is
not required by the school districts, it is just suggested. So we
would like to see the district stop these surveys.
Larry Hiemstra presented: I am a little disappointed, I got a
response letter dated September 3, 2021 responding to me
addressing the board on August 26, 2021. I got some mixed
messages and at one point the letter states, that we will have no
intent of incorporating critical race theory, however the school
district respects and honors cultural diversity, promoted anti
racism and works to create policy and procedures to create
equitable outcomes for all of our students. And I am learning
here myself, this critical race theory is coming on us fast and
hard. I wasn’t sure what to think of the anti racism or equitable
outcomes but I did get a hold of a book which I present before
you pages of “model school board language to prohibit critical
race theory”. The name of the book is Black Eye for America by
Swain & Schorr. In these pages it describes anti racism and
equitable outcomes to be critical race theory. Just talked about
the pages in the book.
Jerri Purdy shared that nationally there is this disturbing trend
that is seeded in many ways that is dividing our country. Who
did you vote for, vaccination status, mask wearer or not have
become a measure of our character and not as a personal
choice and lately I have been seeing this in Zillah as parents
become more involved. Comments I get personally and on
social media and on my cell phone. In this room I don’t see you
across that slide. I see you as neighbors, friends, coworkers,
that I know have the same interests for each of our children.
For myself I can say that the last 2 years and everything that has
happened has opened my eyes as to how fragile my rights are
not only nationally but local level. And I to my shame have
failed to fully participate. I have left that up to people like you

to take care of our school and vote for our children. I know its
not gone unnoticed that there has been an increase in parents at
meetings in community involvement, both at school and at
school board meetings. It seems to be somewhat controversial,
but speaking from myself I feel it should be celebrated and
embraced. Not resented or taken as we don’t think you are
doing your job because that is not true. We as parents do have
increased concerns regarding curriculum, mask mandates, and
things happening nationally and coming down to our level and
our town. We are here to let you know we want to be part of
that process even when we disagree. My hope is that every
board meeting will be filled with parents, and every time there is
a positon on the balot we would have 3 or 4 people up for the it.
I think we are all involved and caring for our kids and that you
don’t have to carry the full load. I want us all to remember that
we are a big/small town and we all have the same interests, that
our children get a quality education and the knowledge that we
as parents are fully involved in that process. That we are not
adversaries, we want to be here as a team with you but there
will be times we don’t agree. There will be times we speak up
about that and I hope we do that respectfully. I to like parents
here have concerns on some of the things like CRT, survey,
equitable outcome. We are guaranteed equitable, equal
opportunity for every child in our district regardless of their
color, social economic status, disability, their gender should
quality education. We cannot guarantee an outcome for every
child but we can do our best all that equal opportunity and
quality education for them. And I again I appreciate everything
you have done and I hope you see our involvement as a positive
like I do. Thanked the Board.
Mr. Brady addressed the speakers and explained that social
emotional learning has been in the Zillah school district for
many years and it was the Buzz word at the WSSDA conference
a few years ago. He let the people present know that he would
not be sending response letters as it seems the same issues are
being brought up each time. Mr. Brady explained that our
community has changed and we must support all students to
maximize all students learning. Mr. Brady asked instead for a
solution of us working together.
Mr. Charbonneau discussed the history of SEL. In 2017 the
state legislature asked OSPI to come up with social emotional
standards. OSPI on January 1, 2020 had those standards set
up. In reality Zillah has been doing SEL for long time. It is the
reason we have sports, music programs, robotics, E sports,
character education. We chose to do that a district a long time
ago. Mr. Charbonneau explained that it became a standard

because other schools were not supporting students in SEL like
we have been doing for years. The intent is to make sure all kids
are being supported. If we did get back to just the basics we
could lose a lot of things we value as a community that are not
the core subjects.
Jeremi Cochrane addressed the board and thanked the board
for making a Zillah school for making a good place for their
kids. He feels that there has been a twist on the racism and
sexual content he doesn’t like. He want us to work on a
solution. He feels like society is trying to come into our
community and change who we are. He want to keep all the
good stuff and get rid of the trash that doesn’t belong in our
community.
Larry Hiemstra discussed curriculum and maybe we have more
parent involvement to do the leg work.
Linda Hiemstra talked about the survey and not understand why
kids who don’t have problems should have to take the survey.
Mrs. Kibbe added that she likes the sports and band, but her
kids hate character ed.
Mr. Kibbe discussed his growing up and how at Davis his family
helped kids with home issues.
Jerri Purdy had one more statement asking for clarity on school
issues.
Mr. Brady discussed setting up a plan to help to make a group
and Mr. Burge asked for a contact person. The group
nominated Larry Hiemstra. Mr. Belton did say that being a
Board Member is hard especially during this time. We are
hoping to get the trust from the parents as we continue to strive
to work for our students.
Mr. Irion shared with the group that we need to be cautious on a
time line as this is not a quick fix. We need to develop a group
and have a system in place.
Mr. Brady asked for any other statements and closed the
hearing session of the Meeting.

Superintendent/Assistant Superintendent Report
1.
Enrollment Update
Mr. Burge discussed FTE is at 1227 for the month of October. Discussion on
Transitional Kindergarten. 12 kids on waiting list.
2.
ZHS Project Update
Mr. Burge discussed the project. We are hoping to close the project next month.
We have $156,000 we are holding for final items.

Safety Committee Meeting Information

Mr. Burge discussed the safety committee meeting we had in early October. The
committee has five new members. The committee is made up of local law
enforcement, fire department, parents, and administrators. The next
meeting will be held in the spring.
4.
Employee Vaccination Information
Mr. Burge shared an information sheet on the numbers of staff who are
vaccinated or have exemptions. The district has 78.8 % vaccinated,
20.6% with accomodations and 1 staff member who hasn’t completed the
process. The informational sheet is posted to One Note.
5.
Student and Staff COVID Impacts
Mr. Burge discussed the difference in numbers between September and October.
This number has declined.
6.
ZSD Levy Information-Resolution No. 455-Replacement Educational
Programs and Operational Levy
Mr. Burge asked the Board to approve the resolution No. 455-Replacement
Educational Programs and Operational Levy.
7.
Substitute Pay Increase
Mr. Burge asked the Board to approve the Substitute Pay increase. The board
was presented with an information sheet showing the comparison from
other local districts and we are one of the lowest paid. We would like to
increase the rate to $160.00 beginning November 1, 2021.
8.
Out of State Travel-Wrestling Tournament-Hermiston, Oregon- January
15, 2022
Mr. Burge is asking for the approval of the Out of State Travel for the Wrestling
Team to Hermiston, Or in January.
9.
CTE-District Wide Action Plan
Mr. Irion asked the Board to approve the CTE-District Wide Action Plan. Mr.
Irion discussed the College Visit Night in the School held at the ZHS.

Total ending cash, investments and adjustments at the end of September 30, 2021 was
$4,251,674.12. Motion was made by Chris Van Antwerp, second by Darrin Belton to approve
Budget Status. All in favor motion carried.

Payroll-$1,271,769.97; ASB Acct. Payable-$16,804.76; General Fund Acct. Payable$309,959.86.
